The report of the 19th National Congress of the Communist Party of China pointed out that the major social contradictions in China has been transformed into the contradictions between the people's growing needs for a better life and unbalanced-inadequate development.The unbalanced development of regional economy and the insufficient development of scientific and technological innovation are particularly outstanding.The key to achieve regional coordinated economic development is narrowing the technological gap between regions.High-tech industry has strong forward and backward correlation effect and driving effect,which is of great significance and far-reaching impact to narrow the technological gap between regions and promote the development of backward regions and even the entire national economy in our country.In view of this,this article starts with the imbalanced status of the regional distribution of high-tech industry innovations,and analyze the causes and solutions of the imbalanced status of regional distribution through polarization analysis,spatial diffusion analysis and efficiency analysis of high-tech industrial innovation.First,sort out and draw on relevant research literature at home and abroad,as well as the theoretical achievements of high-tech industry innovation theory,regional economic disequilibrium theory,new economic geography theory and resource allocation efficiency theory.Second,give descriptions of the current status of regional distribution of innovation input and output of China's high-tech industries.Third,use spatial Markov chain models and TW indices to calculate the regional innovation polarization trend in China.Fourth,build a regional innovation spatial diffusion model to carry out an empirical analysis on the diffusion of innovation output space.Finally,based on the improvement of regional innovation efficiency,give suggestions for optimal allocation of innovation resources.The research results show that:First,during the study period,the spatial distribution of innovation input and output of China's high-tech industries exhibited the characteristics of agglomeration first and then diffusion,and the spatial agglomeration model started from high-low agglomeration mode to high-high agglomeration and low-Characteristics of low spatial agglomeration mode.Second,the innovation input and output agglomeration of China's high-tech industries have a cyclical cumulative causal characteristic.Most of the regional high-tech industry innovations are polarized,and the degree of innovation polarization in the country's high-tech industries has gradually declined since 2009.Third,high-tech industry innovation spillover circles have been formed in the five regions of the Bohai Rim,Yangtze River Delta,Central,Southwest,and Northeast China.The main reasons for the weak innovation spillovers in the Southeast and Northwest regions are the large innovation gradients and inadequate industrial connections close.Fourthly,the regions with high input of innovation resources have the highest innovation efficiency,and the groups with high innovation efficiency and stability are all located in coastal areas.Liaoning,Shaanxi,Sichuan,and Hubei have poor stability of innovation efficiency.The innovative work of this paper is mainly reflected in two aspects.:First is to focus on the uneven distribution of high-tech industry innovation,proposed a theoretical analysis framework for the polarization-diffusion effect of high-tech industry innovation from the perspective of innovation growth pole.Second is to apply various economic statistical analysis methods to analysis dynamic process of the polarization-diffusion of high-tech industry innovation within the seven major regions of China,and puts forward some useful policy suggestions to coordinate the development of regional high-tech industry innovation.
