New technology industry is an important measure of the economic and technological development level of a country(region),with huge market potential,close links between industries,low energy consumption,high added value,and high technological level.Therefore,new technology industry has gradually become a hot industry that countries compete to develop in recent years.Today,industrial upgrading and transformation,shandong has transformed the high-tech industry into a strategic pillar industry for the development of the national economy step by step.The overall structural adjustment,industrial upgrading and core competitiveness of shandong have been greatly improved,and technological innovation is an important guarantee for its sustainable development.Under the situation of increasingly fierce international competition,whether the competitiveness of high-tech industry can be improved depends on the technological innovation efficiency of high-tech industry.The first part of this paper introduces the research background and significance,research methods and ideas,and points out the innovation points and deficiencies.The second part introduces the connotation and characteristics of high-tech industry,the theory of technological innovation and the three-stage method of data envelopment analysis.The third part introduces the status quo of high and new technology industry and technology level development in Shandong province.In the fourth part,the three-stage DEA method and bcc-dea model are used to measure the technical efficiency of five high-tech industries in Shandong province without external environmental factors and random interference.The fifth part constructs the evaluation index system of innovation-driven efficiency by the entropy method,analyzes the innovation-driven ability of six provinces in east China,and compares Shandong province with the other five regions,so as to comprehensively analyze the innovation-driven ability of high-tech industries in Shandong province.The sixth part is the main conclusions and countermeasures.In this paper,the main research conclusions:firstly,from the perspective of the industry overall technological innovation efficiency in Shandong province high and new technology in five industries,medical equipment and instrumentation manufacturing comprehensive technical efficiency is highest,followed by electronic communication equipment and manufacturing,computer and office equipment manufacturing,aviation spacecraft manufacturing industry,medical industry.On the whole,there is a big difference in the average annual change rate of technological innovation efficiency among the five industries of high-tech industry in shandong province,which indicates that the industrial development is not robust enough.Secondly,from the perspective of the impact of environmental variables,the impact of asset size on R&D investment is not significant,and the impact on environmental support is significant and negative.The number of enterprises in the industry has a significant and negative impact on R&D investment,but has a negative impact on environmental support.The influence of government expenditure on R&D investment and the slack variables of environmental support is significant and positive.Excessive number of R&D institutions has a negative impact on R&D slack variables and a positive impact on environmental support slack variables.Thirdly,from a regional perspective,the distribution of innovation-driven efficiency in east China is uneven and the regional differences are large.Although the comprehensive score of innovation efficiency of Shandong province is improving,the innovation efficiency of high-tech industries in Shandong province is still at a disadvantage compared with that in Jiangsu and Zhejiang provinces.
