| In the background of coordinative urban-rural development, China's Twelfth Five Years Plan proposed to accelerate the reform progress of rural development mechanism, and to enhance the vitality of agriculture and rural development。How to promote rural vigor and motive power for self-development becomes an important research subject of urban and rural planning. This paper studies from the perspective of spatial economics and rural development economics, and by researching the spatial differences of rural resources value and transformation ways of capital,to sumemarize three major driving forces for rural development mechanisms:first rural resources transfer into captital; second attract foreign capital;third share the gain of capital appreciation. Finally offers a proposal for the innovative development models and spatial planning countermeasures of the peri-urban areas, middle-suburb and outer suburb in a county, which has important theoretical and practical significance.Chapter 1 expounds the present social and economic background of China's rural development, and proposes that the coordinative urban-rural development from the perspective of rural development becomes an important part of urban and rural planning.Chapter 2 summarizes recent research results of rural development mode and dynamic, to put forward county is the best unit of coordinative urban-rural development, and the state's land possession system and management system reform will have a significant impact on rural development.Chapter 3 shows that the flow method of capital element determines the urban-rural development pattern,while the spatial value differences of land, agriculture and environmental resources determine the spatial patterns of rural differentiation.Chapter 4 respectively analyzes the innovative development models of peri-urban areas, middle-suburb and outer suburb in four counties. And concluds that rural innovative development needs tripartite cooperation of the government, market and farmers.Chapter 5 presents the county can be divided into three basic units, which includ new-style peri-urban areas based on residential and industrial function; the middle surburb innovation agricultural areas mainly based on agricultural industrialization; and the ecological protection and green industry based outer suburb optimizing ecological areas. It also summed up a new village system structure:a network in peri-urban area, two-level centres in middle-suburb and the three-level hierarchic rank in outer suburb.Chapter 6 represents the application in planning practices of this study results.Finally, the last chapter summarizes the main conclusions and shortcomings of this paper. |
