Dangerous goods transported in railway tanker are the goods which involve the most categories among China’s railway dangerous goods,cover the largest traffic volume of China’s railway dangerous goods.It is also a freight category that involves the widest range of accidents with the most complex risks and greatest derivative harm The safety risks of dangerous goods transported in railway tanker come from the characteristics,that is,hazard which is from the goods themselves,also come from the whole chain of transportation loading and unloading,storage and custody of the goods.The risks are also from the derivative steps such as the environment and emergency disposal in the above process.A systematic research by taking the safety of dangerous goods transported in railway tanker as a whole is conducive to the discovery of emerging risks,potential risks and associated risks.The adoption of targeted risk control methods can effectively reduce the overall risk and avoid secondary risks.This thesis studies the safety evaluation and risk control of dangerous goods transported in railway tanker from the perspective of system safety,the research mainly includes:Firstly,the safety risk evaluation index system of dangerous goods transported in railway tanker is constructed.From the perspective of the overall system safety,this thesis clearly analyzes the whole time and space activity track of dangerous goods transported in railway tanker,defines the key steps affecting the safety of dangerous goods transported in railway tanker,which are environment,storage,loading and unloading,transportation and contingency.Based on the level and perspective of dangerous goods-human resources –machine and equipment-management– environment,the safety evaluation index system of dangerous goods transported in railway tanker is constructed.Secondly,the safety evaluation model of dangerous goods transported in railway tanker is constructed.The extension matter-element theory is applied to establish the safety evaluation model of dangerous goods transported in railway tanker.The order relation analysis(G1)is applied to solve the weight problem among indexes.The decision-making test and evaluation laboratory(DEMATEL)are applied to solve the problem of correlation influence among indexes.The dynamic weight theory is applied to solve the problem of one vote veto when single index value and correlation index value have serious defects.In order to solve the problem that the classical domain is a fixed value and the evaluation requirement of incompatible indexes,the objective grade closeness degree is applied to improve the correlation degree of the classical matter-element model.Thirdly,the safety risk control method system of dangerous goods transported in railway tanker is established.This thesis analyzes the risk evolution mechanism of each step of dangerous goods transported in railway tanker,and a risk control method integrating risk prevention,risk monitoring,risk compensation,risk warning,risk avoidance,risk transfer and contingency rescue.By means of equivalent force,the paper studies the risk compensation of curve speed and braking acceleration of high-density medium railway tank car when the filling capacity is insufficient,and explains the application of risk control method.Fourthly,the accident expansion law of dangerous goods transported in railway tanker is revealed.According to the characteristics of coupling and mobility of carrying tools,the accident extension conditions of dangerous goods transported in railway tanker are studied by introducing the burnout time of accident unit,the failure time of non-accident unit and the decomposition time of non-accident unit.The extended process of domino effect of accidents in dangerous goods transported in railway tanker is studied by using Bayesian network analysis method.The simulation and characteristic analysis are carried out by computer simulation,which provides theoretical support for targeted emergency disposal.Fifthly,the dispatching model of contingency rescue for accidents of dangerous goods transported in railway tanker is constructed.Based on the characteristics of time urgency,continuous expansion,uncertainty of the environment and multiple consequences of accidents in dangerous goods transported in railway tanker,the corresponding contingency rescue response system and scheduling model of rescue vehicles are established.The model aims at minimizing the total time that the rescue vehicle arrives at the accident site and maximizing the reliability of the total response travel time.The model is solved by the two-stage method of the label correction algorithm and the non-dominated sorting genetic algorithm.Based on the above all,this thesis systematically studies the theory,method and application of safety evaluation and risk control of dangerous goods transported in railway tanker.The research results can provide theoretical basis and technical support for the safety management and risk control of railway dangerous goods safety departments.
