| In China,a large proportion of dangerous goods are transported by railway.With the deepening of the reform of "revolution to rail" freight structure,the volume of dangerous goods by railway increases rapidly,which puts forward higher requirements for the safety of railway transportation of dangerous goods.The transportation of railway dangerous goods has great risks due to the characteristics of many kinds of goods,complex intermediate links,and great difficulty in management.In order to improve the safety level of railway transport of dangerous goods and reduce the occurrence of accidents,it is necessary to systematically and deeply study the importance of the factors affecting the safety of railway transport of dangerous goods,as well as the internal relationship and hierarchy among them,and find out the direct inducement and deep-level factors affecting the accident.This paper conducts a comprehensive study on the influencing factors of railway dangerous goods transportation safety from the following aspects:(1)This paper makes a statistical analysis of 119 railway transport accidents of dangerous goods from three aspects: the types of dangerous goods involved in the accidents,the types of accidents and the causes of the accidents,and summarizes the main factors leading to the accidents,which provides a basis for the construction of the index system.(2)Based on the laws,regulations and actual conditions of China’s railway dangerous goods transportation,supplemented by accident statistics and analysis,the indexes of the primary election were combined,deleted and optimized,and finally a relatively comprehensive index system of railway dangerous goods transportation safety influencing factors was constructed,which included 6 first-level indexes and 21 second-level indexes.(3)Based on the advantages of DEMATEL and ISM methods,a complete analysis model of factors affecting the safety of railway dangerous goods transportation was established.Aiming at the problem that the subjectivity and arbitrariness of experts’ scoring greatly influenced the construction of direct impact matrix,the index weight was calculated by using interval value fuzzy entropy.(4)The improved DEMATEL-ISM model was used to calculate the centrality and cause of the factors affecting the safety of railway dangerous goods transportation,determine the cause factors and the result factors,introduce virtual nodes to construct the multi-level hierarchical structure model,and analyze the influence relationship and hierarchical structure among the factors.The results show that the top three factors of centrality rank are: technical and professional quality,security management system,the setting of management station and private line.The first three factors in the ranking of cause factors are: security management system,the setting of management stations and private lines,and safety protection facilities.Results the top three factors in the ranking of factors are: technical and professional quality,vehicle,and packaging of dangerous goods.The hierarchical structure is divided into 9 layers: the technical and professional quality of operators,the packaging of dangerous goods and the vehicle are located on the upper layer of the multi-level hierarchical structure model,which are direct triggers that need to be addressed.Safety protection facilities and other 16 factors are located in the middle layer,playing a transitional role;The security management system,the management station and the special line are located at the lowest level,which are the root factors. |
