The transformation of land resources from agricultural and natural(ecological)use to urban and rural construction use is the main feature of land resources spatial allocation in the process of urbanization in general countries(regions).Since the reform and opening up,China's urbanization level has increased from 17.92%in 1978 to 59.58%in 2018,making China one of the countries with the highest urbanization growth rates in the world.At the same time,rapid urbanization and industrialization have led to an increase in rigid demand for non-agricultural construction land,agricultural production space and ecological land space are greatly squeezed,land resources space configuration contradiction is more outstanding,different spatial scales have incongruous contradictions between human and nature,between production and life,and between the internal elements of natural ecosystem.These problems have led to the imbalance between the protection of land resources and economic growth,between the quality of economic development and the efficient allocation of resources,and have led to a series of problems such as the sharp decrease of the resource reserve(cultivated land)and the destruction of ecological environment,which directly threatens the sustainable development of the country and the region.With deepening understanding of different types of natural resources as a whole,the inner connection of urban and rural resource allocation and the strategic significance of urban and rural coordinated development are highlighted,the re-understanding of the conflict and coordinated development mechanism of production,life and ecological space,and the re-balancing of the relationship between comprehensive land development and utilization,resource cultivation and ecological restoration,which is required to establish a holistic,spatial and inclusive land and resources management system and model.In order to meet the needs of economic and social development and sustainable utilization of resources and environment in the new period(critical period of transformation),,the central government made it clear that the strategic pattern of main functional areas should be precisely implemented at the municipal and county levels in 2017;the state established the ministry of natural resources,which was entrusted with the important responsibility of"establishing a space planning system and supervising its implementation",and it clearly proposed to strengthen the control over the use of territorial space,and made main functional areas planning the strategic focus of optimizing China's territorial space pattern in 2018;Chairman Xi of the fifth meeting of the central financial and economic commission of the CPC central committee in 2019 once again stressed the need to"improving and implement the strategy of main functional areas and refine the division of main functional areas……promoting the formation of a spatial development pattern with effective functional constraints and orderly land development.",to improve the efficiency of resource space control.The strategy of main functional areas is an important innovation in China's spatial control of land and resources,is the guidance of the national will to optimize ecological and environmental protection,ensure food security and promote the economical and intensive use of land and resources,is one of the key measures to promote China's ecological civilization construction.It plays a fundamental role in adjusting national and regional spatial structures,coordinating economic and social development with the use of land resources,and coordinating the development and protection of territorial space(or spatial governance).Therefore,in accordance with the requirements of the era of national territorial space control,this paper discusses the spatial allocation efficiency of land resources in county main functional areas,and puts forward the spatial allocation control strategy of land resources.Specifically,through literature review and research and demonstration,theoretical analysis of spatial allocation of main functional areas and county land resources was carried out,and the theoretical and logical framework of research was put forward;under the guidance of the research theory,the division of county main functional areas was carried out,and the status and influencing factors of the spatial allocation efficiency of land resources in main functional areas were further analyzed;finally,based on the research results and field research,the paper constructs the operational mechanism and policy system of land resource spatial control in main functional areas.The thesis is divided into four parts and eight chapters,including problem raising and literature review(chapter 1),logical framework and theoretical analysis(chapters 2 and 3),empirical research(chapters 4,5,6,7)and summary(chapter 8).The logical connections,contents and research conclusions of each chapter are as follows:Chapter 1,introduction.This chapter firstly puts forward the research problems,sorts out the research progress at home and abroad and related theories,grasps the current research status,excavates the research potential,and provides method guidance,direction guidance and theoretical basis for the research;Secondly,it puts forward the purpose and significance of the research,clarifies the research scope,clarifies the research ideas and methods,and clarifies the basic framework of the research;Finally,the possible innovations of the paper are clarified and the existing shortcomings are pointed out.Chapter 2,theoretical logic framework.Under the guidance of the whole paper,the spatial evolution regular of land development from advantaged location to main functional areas is proposed,the territorial space control mode of main functional areas from the perspective of theoretical argument is analyzed,and puts forward the logical framework of political and economic demands for China's territorial and spatial governance in the new period based on the experience of foreign countries.Results shows:the spatial allocation of land resources in China follows the evolution logic from "Competitive principle of advantageous areas"to "Rules of labor and cooperation division in main functional areas".Land development of economic development in advantaged location is the product of market mechanism,the government's effective intervention in the market has promoted the orderly spatial allocation of land resources and the manifestation of regional functional characteristics in advantaged location;The main functional areas is the product of the transformation of spatial allocation concept of land resources in advantaged location,is the result of the direct participation of the government subject behavior under the competition of advantaged location and also has the national characteristic economic development pattern and the theory innovation in China's specific period.And it has the efficiency comparative advantage of the function division and cooperation of land resources,the key lies in defining the core positioning of the spatial allocation of land resources in different subdivisions so as to achieve accurate implementation in the construction of county main functional areas,clarify the relationship between central and local authorities,and improve the supporting policy system of main functions.Chapter 3,theoretical analysis.Based on the previous chapter,this chapter further expounds the relationship between the main functional areas and the spatial allocation of land resources,points out that the main functional areas plays an important role in improving the spatial allocation efficiency of land resources and the economic conditions of the optimal spatial allocation efficiency,and puts forward how to clearly divide the spatial boundary of the main functional areas based on the principle of advantaged location allocation.(1)Main functional areas is based on the carrying capacity of land resources and environment,highlights the ecological environment quality,and regulates the utilization structure and spatial layout of land resources according to the main function;The spatial allocation of land resources is manifested as the spatial flow regular of the conversion from agricultural use to non-agricultural use(i.e.non-agricultural land)in the land economic supply,which follows the conversion degree of equal marginal revenue;In essence,the construction of main functional areas is "land oriented",the spatial allocation of land resources(efficiency)can reflect the implementation effect of main functional areas strategy.Meanwhile,the spatial allocation of land resources under the concept of functional zoning can avoid the problem of spatial mismatch of land use planning indicators,improve efficiency,and reduce the loss of competitive efficiency in spontaneously advantaged location.(2)The division of county main functional areas should follow the orientation of county main function by provincial main function division,orient supply and demand principle,and based on the boundary of administrative division,it follows the spatial boundary governance system with the province-county government as the main body and the whole society as a whole.Through the technology-negotiation process,the administrative boundary of the town can be broken through the administrative boundary of the town,and can break through township administrative division boundary appropriately,landing administrative village boundary,and implement differentiated space authority and establish a monitoring mechanism centered on provincial governments.Chapter 4,study area determination and county main functional areas division.This chapter connects and guides the demonstration.Based on the analysis and judgment of the first three chapters,this chapter takes Ganyu of Lianyungang city,Jiangsu province as the empirical research area,and based on the clear basic conditions for main functional areas division,the main functional areas of Ganyu are divided according to the division standards and the positioning of regional economic development goals,and combined with the positioning of the main functional areas at the next higher level and the regional economic development planning.Results shows:Ganyu has the characteristics of China's national conditions,such as topography(potential)landform and economic development level,and follows the development form of territorial spatial structure layout from spatial allocation of advantaged location to functional areas.Its main functional areas can be classified as transition development areas(Qingkou town),upgrading development areas(Haitou town),key development areas(Shiqiao town,Zhewang town,Songzhuang town),key cultivation areas(Ganma town,Jinshan town),general agricultural production areas(Shahe town,Tashan town,Chengtou town,Chengxi town,Dunshang town),fruit industrial park construction areas(Heilin town,Banzhuang town,Lizhuang town),prohibited development areas(The lake water surface include Xiaotashan reservoir water surface and shilianghe reservoir water surface).Furthermore,this paper puts forward a preliminary attempt to determine the basic unit of village-level space in county main functional areas according to the idea of "integration of multiple rules",starting from land unit function and centering on the existing important plannings.Chapter 5,spatial allocation efficiency of land resources in Ganyu.On the basis of main functional areas division and the current situation of land resources utilization in the previous chapter,this chapter use C-D production function to construct a quantitative model to analyze the land resources spatial allocation efficiency of main functional areas and its towns in Ganyu.Results shows:(1)There is a significant difference of output benefit between agricultural land and development land in Ganyu.From the perspective of comparative advantages,transformation development areas,key development areas,key cultivation areas and upgrading development areas engage in off-farm production activities,while general agricultural production areas and fruit industrial park construction areas engage in agricultural production can improve(optimize)the spatial allocation efficiency level of land resources in the whole region.(2)Both agricultural and non-agricultural production of land resources in Ganyu main functional areas are in the stage of increasing scale,the marginal revenue is higher for non-agricultural use than for agricultural use,and the space is roughly the transition development areas/upgrading development areas/key development areas/key cultivation areas>general agricultural production areas>fruit industrial park construction areas.(3)Excessive allocation exists in the allocation quantity from agricultural land to non-agricultural development land of different main functional areas in Ganyu,and there is "space" for Pareto improvement.At the root,this deviation of spatial allocation is caused by the lack of elastic mechanism to adjust the allocation of regional spatial index after the allocation of development land index in the current land use plan management,resulting in the spatial mismatch in the actual landing process.Chapter 6,influencing factors of the spatial allocation efficiency of land resources in Ganyu.This chapter based on the analysis of the spatial allocation efficiency of land resources in Ganyu,through the construction of econometric model,the main factors affecting the spatial allocation efficiency of land resources in Ganyu and their mechanism are further explored.Results shows:the spatial allocation efficiency of land resources in the main functional areas of Ganyu is mainly affected by the comparative benefit of land use,urban population growth rate,per capita ecological land area,land market degree,agricultural land protection policy,local government revenue and local government competition,and there are regional differences.Chapter 7,spatial control strategy of land resources in Ganyu.To sum up,this chapter,on the basis of putting forward the key points of China's territorial space control under the strategic concept of functional areas,attempts to design the spatial control mechanism of land resources in the main functional areas of Ganyu and points out the key directions of policy control.On the whole,under the strategic concept of the era of main functional areas,China's spatial allocation and control of land resources should focus on the relationship between the government and the market,the inter-governmental relationship,and the relationship between efficiency and equity.The spatial control of land resources in Ganyu needs to form a coordinated and interactive mechanism to optimize the spatial allocation(efficiency)of land resources from three aspects:land market,policy regulation and social supervision,and the policy system of land resource space control should be adjusted in accordance with the main function orientation and the driving force mechanism:(1)Ganyu level:overall planning of main function positioning,coordination of regional territorial space development pattern;(2)Optimizing the development areas:optimizing the land spatial structure,transforming the mode of economic and industrial development;(3)Key development areas:assist the industrial process of cities and towns to ensure the utilization efficiency of regional land resources;(4)Restricted development areas:focus on the safety of grain economy and products,and innovate the operation mode of agricultural production land;(5)Prohibited development areas:delimit the red line of ecological space and explore the layout structure of agricultural and tourism ecological land.Chapter 8,conclusion and prospect of the dissertation.Based on the above research results,this chapter summarizes the main research conclusions and points out the research directions and emphases that can be carried out in the next step.
