Research On Coordination Of Land Use And Ecological Construction

Report of the 16th National Congress proposes a new target which is human-oriented and to achieve a comprehensive, coordinated and sustainable scientific development. It makes the following demands based on implementing the target of protecting farmland and ensuring economic development in the new round of land-use planning revision. Making a further research on impact of land use planning to ecological environment, carrying out scientifically planning in line with the sustainable development concept, optimizing land use structure and layout according to requirement of ecological construction, making general land use planning become an important mean to develop our country's ecological construction scientifically, and to play a strong role in holding increasing deteriorating of ecological environment back and achieving the goal of sustainable scientific development.Coordination of land use and ecological construction is an early monographic study in general land use planning, which directly relates to whether we can achieve the goal of ecological construction in planning. This research is a new task. Against the system, content, function and legal status of our country's general land use planning, based on the land use status of our country and an actual situation that per capita land resources is serious deficient, this paper uses land science, ecology, environmental science, sustainable development theory and related theories to establish a more systematic and comprehensive theory and methodology which could coordinate land use and the ecological construction research, validating them through the practical application. The main research contents include:(1) The basic research. Determining the thread and framework of coordination research based on its background, aim, significance, and the actual requirement of status and planning. On the basis of analyzing and summarizing the relation between land use planning and ecological construction, this paper determined the content and implement time of coordination research.(2) The theory research. According to some relevant theories and existing research results in land science, ecology, environment protection, this article analyses the relationship of land use and ecological environment, summarizes the manner and extent that various types of land use impact on the ecological environment and the constraints of various ecological factors to land-use. Humanity's growing material and cultural needs is driving force of land use change, it fully analyzes the impact of land use change to the major ecological factors, and the influence mechanism of land use planning to ecological environment. On this basis, it summarizes the influential effect of different land use types to ecological environment and the technical means that using land use planning to regulate changes of ecological environment.(3) The method research. According to the content and scope of the coordination research, this paper designed the methodology of coordinate research, and initially solved the following issues in coordination research.It explained that investigation and analysis of regional eco-environment should not only comprehensively collect and analyze the region's natural conditions, socio-economic status, but also focus on the land use survey, in order to fully grasp the changes in land use and its ecological effects.Based on the contrast and analysis of common methods on ecological environmental condition evaluation, it chose a method of ecological environmental condition evaluation which is applied to coordination research, that is the method provided in "Technical norms of eco-environment evaluation" (trial).It summarized the principles and methods of identifying land use eco-environmental sensitivity factors according to the relevant laws and regulations, the scientific theory on ecological and environmental protection, and the analysis of factors on regional ecological issues. Meanwhile, it designed the method of carrying out the regional eco-sensitive evaluation and compiling land use sensitivity zoning map, and the method of carrying through the ecological construction partition based on the land use eco-environmental sensitivity analysis and compiling ecological construction partition map using GIS technology.Eco-design principles and methods have been introduced to the practice of land-use planning, which provided a theoretical guidance for the research and establishment of ecology-friendly land use patterns.In the light of determining the appropriate amount, control amount and layout arrangements of construction land, agricultural land and ecological construction land, it proposed a proposal of ecology-friendly land use pattern, and put forward a method of determining the ecological construction goal on the establishment of ecological construction control recommendations and other aspects.(4) The application research.The technical methods of coordination research made a preliminary application on the study about coordination of land use and ecological construction in Qichun County, and achieved practical results. Guaranteeing the implementation of the ecological construction goal in the general land use planning of Qichun County verified the validity and accuracy of the method proposed in this article.
