With the rapid development and popularization of modem network information technology,whether individuals or objects,the dispersed and independent individuals are closely linked through various intelligent terminals,and gradually evolve into a highly inclusive and open network.Facts show that the network "will become a new organizational form which is essentially different from the traditional industrial civilization(He Zhe,2019)".It exists widely among people,enterprises,industries and cities.From the perspective of mathematical graph theory,network organization has higher efficiency,compared with other traditional organization modes.It eliminates the constraints of time and space,and profoundly influences our world with new laws and logic relying on its inherent characteristics of "instantaneity and asynchrony(Lu Kangjuan,2012).Obviously,the space where we depend on to produce and live,the city,will inevitably be affected by it.It will gradually change from the traditional hierarchical model of bureaucracy to the network model of "de-centralization and flattening".This is the historical inevitable trend under the transformation from the industrial civilization era to the network civilization era_It is also the strategic choice for the main body of the city to actively adapt to the current and future development of production technology.In the Eleventh Five-Year Plan of China,urban agglomeration is first proposed as the main form of urbanization in China.In June 2011,the central government issued the National Main Functional Areas Planning,pointing out that China will build a spatial development pattern with urban agglomeration as the core relying on the existing central cities in the future.In March 2014,the State Council issued the National New Urbanization Plan(2014-2020),which calls for the development of "urban agglomeration with high efficiency,great radiation effect,excellent urban system and strong complementary fimctions".It can be seen that urban agglomeration has become the main place of regional economic development in China at present and in the future.However,when we enjoy all kinds of conveniences brought by urban agglomeration,we are also facing a series of"misery" caused by the scarcity of space,such as traffic congestion,environmental pollution,interest dumping and social crime.In fact,the above problems are the contradiction between human production space,living space and ecological space.Specifically,they are a series of practical dilemmas caused by the disorder of spatial function division and coordinated development of urban agglomerations.In the face of these problems,the general method of dealing with them still remains in the thinking mode of mechanical reductionism in the traditional industrial era Although this method has achieved some success,this behavior paradigm of trying to pursue simple laws behind complex phenomena can only be limited to solve local short-term problems.Therefore,the objective law of spatial function division and coordinated development of urban agglomeration is deeply discussed from the perspective of complex adaptive systemin order to provide a more scientific theoretical reference for practical operationFirstly,the enterprise is regarded as the micro-main unit of the complex system of urban agglomeration,and the self-organization and self-adaptive behavior mechanism of the enterprise is deduced logically by mathematical deduction method.Secondly,by constructing corresponding quantitative indicators,this paper measures the current characteristics of spatial function division and coordinated development of urban agglomerations in China.Thirdly,through the establishment of multiple panel regression model,this paper makes an empirical analysis on the influencing factors of spatial function division and coordinated development of urban agglomerations,in order to explore whether different factors have the same effect in sample urban agglomerations in different regions.Fourthly,the relationship between industrial structure and spatial function of urban agglomeration is discussed by constructing PVAR model.Fifthly,taking the fourth industrial revolution as the technological background,this paper explores the specific scheme of realizing "smart urban agglomeration,by building an efficient collaborative system.The conclusions of this study are as follows:Firstly,the stimulation of personalized and changeable extermal market demand environment and the inherent requirement of modern production technology paradigm with information and knowledge as its core elements determine the adaptive behavior of enterprises,which is embodied in the preference choice of establishing networked division of labor and cooperative organization and "homogeneous agglomeration and heterogeneous decentralization" in heterogeneous space.Secondly,the spatial location and technical cooperation behavior of enterprises determine the spatial distribution and connection of industries,and then have a key impact on the division of labor and coordinated development of spatial functions of urban agglomerations.The adaptive behavior of enterprises is the micro-foundation and underlying logic of the spatial function division and coordinated development of urban agglomerations.Thirdly,the "self-organizing team" model of spatial function division and coordinated development of urban agglomerations can help to better solve the main contradictions within the current urban agglomerations.Fourthly,technological level,economic links,government behavior and marketization degree have a significant impact on the level of spatial function division and coordinated development of urban agglomerations.Fifthly,to promote the spatial function division and coordinated development of urban agglomerations,we should take the construction of symbiotic and mutually beneficial functional system as the orientation,respect objective laws,take advantage of circumstances,and avoid rigid "artificial design".In the process of research,the innovation of this paper is mainly embodied in the following three aspects:Firstly,it reveals the endogenous evolutionary power and bottom-up logic of spatial function division and coordinated development of urban agglomerations.Secondly,the structural cognitive framework of "enterprnse location-industrial layout-spatial function" is established.Thirdly,the "self-organizing team" model of spatial function division and coordinated development of urban agglomerations is put forward,and how to realize the overall value enhancement and internal benefit distribution of the model is comprehensively expounded.
