Research On The Management Operational Mechanism And Policy Guarantee System Of Comprehensive National Science Centers

At present,a new round of global scientific and technological revolution,industrial transformation and military transformation is accelerating.In order to speed up the construction of a strong country in scientific and technological innovation,the Chinese government give full play to system advantages of "concentrate resources to accomplish large undertakings",adhere to the strategy and the leading edge orientation,mobilization and deployment of elite force,choose Shanghai Zhangjiang Anhui Hefei,Beijing Huairou building comprehensive national science center with globally competitive,accelerate fostering innovation.However,as a new thing,people do not have a clear understanding of the basic issues of "why","what" and"how" of the comprehensive national science center.Therefore,on the basis of theoretical analysis,this paper first studies the evolution process and cross-section distribution state of relevant policies of the comprehensive national science center by applying the literature research method.Combined with the analysis of its construction foundation and development layout,this paper proposes the development orientation of the comprehensive national science center,aiming to answer the question of "why".Then,by applying the system analysis method,the connotation and characteristics of the comprehensive national science center are defined from the perspective of the innovation system theory,and the system structure model is constructed to explore its constituent elements and structural relations,in order to respond to the question of "what it is".Then,the ease-study method and analytic hierarchy process are applied to study and draw lessons from the management and operation experience of science and technology innovation centers in developed countries,and the construction strategies for the management and operation mechanism of comprehensive national science centers are put forward,aiming at responding to the problem of "how to do".Finally,several policy guarantee Suggestions are put forward from the perspective of public policy.The innovation of this paper mainly includes the following three aspects.First is the innovation of research perspective.This paper takes the perspective of system science is a comprehensive national center for science in the first,by comparing the comprehensive,system,clear the present comprehensive national center for science in the constituent elements,the relationship between the structure and characteristics of system and help to perfect the innovation system theory from the medium level.Second is the innovation of operation mechanism.This paper explores the design of a comprehensive national science center organization and management mechanism,scientific and technological innovation mechanism,innovation diffusion mechanism,etc.,which can provide important reference for the relevant managers.Third is the innovation of safeguard policy.Based on the public policy theory,this paper puts forward policy guarantee Suggestions from the perspectives of talent development,science and technology finance,intellectual property protection and achievement transformation promotion,which can provide reference for relevant departments to improve the policy guarantee system.
