Research On Energy Consumption Policy Of Middle East And North Africa(MENA)

Energy issues of the Middle East and North Africa(MENA)region has been the focus of the academic research.The existing achievements in this area mainly concentrate on energy production,supply and price.From the perspective of energy consumption is different from the past research perspective.The occurrence,development and change process of MENA'S energy consumption policy was explored in this thesis.Energy consumption in this thesis includes the energy consumed in the production and living of MENA.The policy of energy consumption in MENA is the way and specific measures to guide energy consumption in order to achieve economic production goals,protect people's welfare and meet people's living needs in the region.In this study,the energy consumption policy in MENA is mainly characterized by low price energy consumption,as well as the specific methods and measures for the country to maintain low-cost energy consumption.This thesis will analyze the historical development and the current situation of MENA energy consumption as the starting point,to find out an important reason for energy consumption increase fast,incremental,per capita energy consumption higher grim situation-low prices,to find out the policy factors in the region of low energy consumption:energy price subsidies.Energy subsidies are widely used in the MENA regions.The economic cost of the government's implementation of energy subsidies is very expensive,which has caused a serious financial burden,has restricted the economic development and brought about a series of problems of social development.In order to eliminate the negative impact of energy subsidies,countries in MENA vigorously implement the reform of energy subsidies,the core is to increase energy prices.In addition,the author found out that in the research process of energy consumption policy of the MENA,the relationship between energy consumption and economic growth,can theoretically explained the cause of energy consumption policy' changes:energy oriented economic growth promotes the growth of energy consumption,energy consumption growth restricted economic development,at the same time,under the new situation the needs of economic development and ultimately promote the energy consumption policy change.This thesis is divided into five chapters besides the Introduction and the Conclusion,which is based on the historical and existing phenomena and the reasons for the analysis.The First chapter analyzes the historical development and the current situation of energy consumption in MENA,which is the starting point of the study.The Second chapter explains the reason of energy consumption from the low price policy factors,analyzing the implementation of energy subsidies in MENA,as well as the implementation of the specific circumstances and characteristics of energy subsidies,further response the previous chapter to the rapid growth of energy consumption of the causes.The Third chapter is the connecting link of the adverse economic effects of energy subsidies and social effect,is further discussed in the previous chapter the influence of countries implementing energy subsidy policies;to face severe challenges of low-cost energy consumption and the necessity of reform is discussed,and for the next chapter discuss the regulation of energy consumption for the price pave the way.The Fourth chapter summarizes the situation of the reform of the national energy subsidies in the region,and summarizes the characteristics,experiences and challenges of the reform.The Fifth chapter discusses the evolution of energy consumption policy in MENA,summed up the basic characteristics of energy consumption policy in this region is rooted in economic development goals,and the same energy consumption policy adjustment and economic reform in the region and regional energy development strategy,and on the basis of energy consumption policy in MENA to judge the future.The Conclusion part uses the theory of the relationship between energy consumption and economic growth,to explain the changes of energy consumption in MENA' policy,the author believes that the probloms of energy consumption in MENA fundamentally reflects the shortcomings of energy-orient economic structure,pointed out that the energy consumption policy of MENA must conform to the regional economic growth and development law.At the same time,the Conclusion also believes that some of the successful experience of the reform of energy subsidies in some countries in the MENA region can provide some reference for China's energy subsidy reform.
