Cross-border e-commerce refers to a type of international business activity in which transaction entities that belong to different customs areas,through the e-commerce platform to reach transactions,perform payment settlement,and cross-border logistics to deliver goods and complete transactions.In recent years,the transaction scale of cross-border e-commerce activities has maintained a sustained growth.It has become the main form of China’s and global trade,and has aroused the attention of countries,enterprises and scholars.However,with the development of cross-border e-commerce trade,there have been many risk factors and events that have hampered its development,such as difficulties in tax refund settlement,low customs clearance efficiency,low quality of cross-border logistics services,and difficulty in ensuring product quality.Among numerous risks,logistics risk is one of the bottlenecks that need to be solved in the development of cross-border e-commerce.It is particularly urgent to accurately identify,accurately assess,and correlate relevant data,so that reasonable risk control measures can be developed.From the existing research,the related research on cross-border e-commerce is mostly static and qualitative analysis,but the research on logistics risk is very scarce.Based on the above points,this paper takes the cross-border e-commerce logistics risk as the research object,and carries out the following three aspects:a)cross-border e-commerce logistics risk identification and evaluation based on multiple risk assessment methods;b)cross-border e-commerce logistics network based on complex network theory Invulnerability research;c)cross-border e-commerce logistics risk transmission characteristics based on the small world network model.Through the above works,it is intended to provide a theoretical reference for the key issues of cross-border e-commerce logistics risk management,including:a)assessing the comprehensive risk level of each risk category,and indicating the risk management for which risk categories;b)identifying the important nodes and edges in the cross-border e-commerce logistics network through the invulnerability measure,and pionting out which node and edge in the network are the focus of risk management;c)testing the sensitivity of parameters in the network to risk management measures,and deciding what management measures to take.The main content of this article is embodied as:(1)Identify and analyze the risk of cross-border e-commerce logistics activities,establish a risk assessment system,and select reasonable risk assessment methods to establish comrehensive assessment models to obtain comprehensive evaluation results of cross-border lgistics risk ratings.In this paper,the fuzzy comprehensive evaluation method,GRA-LSSVM method,and set pair analysis method are applied to the assessment of cross-border logistics risks.In order to make up for the deficiencies and incompatibilities of single methods of risk assessment,and to combined with the idea of combined evaluation,the method of multi-criteria decision-making is used to fuse the results of the above three methods.Through the identification and evaluation of cross-border logistics risks,it provides a reference for companies and related departments to formulate effective risk management and avoidance decisions.(2)Based on the theory of complex networks,from the static and dynamic perspectives,the invulnerability measurement of cross-border e-commerce logistics network and the cascading failure invulnerability are studied.Considering the characteristics of cross-border e-commerce logistics network,such as numerous logistics links,long logistics process cycles,and complicated logistics environment,this study introduce risk factors to reasonably measures the invulnerability measure,node importance and failure load distribution ratio.And through the simulation experiment,the reliability analysis of the network structure and key nodes of cross-border e-commerce logistics network is carried out.Identify key nodes and edges in cross-border e-commerce logistics network,which making cross-border e-commerce logistics network risk management more targeted,thus better guiding the risk management of cross-border e-commerce.(3)Using complex network statistical parameters,the transmission characteristics of logistics risks in cross-border e-commerce networks are described in terms of risk conduction speed,conduction breadth and stability.And the particularity of the risk conduction characteristics under the WS and NW small-world network model are supplemented and analyzed.Based on the analysis of the transmission factors,conduction mechanism and conduction model of logistics risk in cross-border e-commerce network,many network parameters are selected to quantify the transmission characteristics of logistics risks,such as degree,feature length path,clustering coefficients,network structure entropy and other related parameters.In addition,the cross-border e-commerce network has small-world features,so the cross-border e-commerce small-world model has been established and related analysis has been conducted.Through the analysis of the characteristics of logistics risk transmission in cross-border e-commerce networks,the rules and characteristics of cross-border logistics risk transmission process have been clarified,which provides reference for the risk management of node companies and departments.
