Research On The Satisfaction Evaluation Of Green Development And The Implementation Path Of Cheng Yu Agglomeration

distinctive modern city,develop the new urbanization model and get out of a path of urban development with Chinese characteristics."urban environment quality,people's quality of life and urban competitiveness" embodies the development level of the livable environment,the people's livelihood environment and the economic environment.To promote the multi-objective development modes with livable?livelihood and economic targets instead of the traditonal development model in that the economic target is the only criterion of judgment is the only choice for Chinese cities sustainable development.With the rapid development of urbanization,agglomeration will become an important strategic support for China's economic development."The National New Urbanization Plan(2014-2020)" has clearly puts forward the urbanization strategy pattern of the two horizontal and three longitudinal.Among them,the agglomeration in Midwest area is the new important growth pole to promote Chinese regional coordinated developpment.ChengYu agglomeration is an important strategic part of Chinese agglomeration development strategy.As one of the five national agglomerations,the ChengYu agglomeration is the only state-level agglomeration in western China.The five national agglomerations occupy half of China's economy developpment and dominate the lifeblood of China's economy.According to the " ChengYu agglomeration Developpment Plan " adopted by the Standing Committee of the State Council in March 2016,ChengYu agglomeration will become the national level agglomeration leading the development of the western region,the highland of Yangtze river economy belt,the strategic fulcrum of the urban and rural development demonstration zones and the national important areas of ecological civilization and ecological security construction.ChengYu agglomeration locates in the upstream region of the Yangtze river economy belt.On the one hand it needs to accelerate the industrialization process and urbanization development,on the other hand,it needs to focus on the region's environmental protection.Under the situations of the national ecological resources compensation mechanism has not been established,as a backward area,Cheng Yu agglomeration not only needs to promote economic development vigorously,but also needs to accelerate the economic structure of the transformation and upgrading of resources and environmental protection."Cheng Yu agglomeration Development Plan" points out Cheng Yu agglomeration should be the western innovation drives area,be the inland open economy strategic highland and the leading area of "beautiful China".Compared with the traditional urbanization,the paper puts forward that the understanding about the green urbanization cannot simply stay in the green environment or the level of green visual perception.Urban green development pattern is an optimization mode that fully embodied in the production mode of society economy and the livable,the livelihood of the people life style;it represents the "low-carbon,intensive and efficient".Under the urban green development mode,residents can enjoy a livable ecological environment and a happy livelihood environment while enjoying the high social civilization brought by economic development.Therefore,Urban green development is the comprehensive reflection of urban green economy development,urban green livable development and urban green livelihood development.Taking the theory of green urban development into the construction of Cheng Yu agglomeration will help to build green,innovative and open urban system,promote the city green space planning and construction,optimize the layout of urban economic structure,strengthen the urban green human environment construction,achieve the aim of building high-quality human settlements environment that was proposed by "ChengYu agglomeration Development Plan".Through the research of the current trend of the development of green urbanization,the new planning practice needs and the new theoretical innovation requirements,based on the entropy weight-topsis-gray relational analysis method,the paper puts forward the concept of satisfaction degree of urban green development by calculating the degree of proximity and the degree of relevance.Except calculating the green development overall goals of ChengYu agglomeration from time series-cross section,the paper also decomposes the green development into three dimensions to analyse,that is: economic dimension,livable dimension and people's livelihood dimension.By comparing the overall green development target and the single dimension target in Cheng Yu agglomeration,the paper find the deficiency in the process of green development of ChengYu agglomeration,and solve the outstanding problems that being in the city green development,break through the limitations of past research that only independent focus on economy or environment or people's livelihood,the paper organically integrates the target of three dimensions into the overall green development target,trying to explore the effective implementation path of realizing the green development of ChengYu agglomeration.Through the research on the green development of chengYu agglomeration satisfaction,paper points out that under the multi-dimensional evaluation system of urban green development,the economic factor is not the only index for evaluation,environmental element and the livelihood of the people is the important for evaluating the urban green development.Based on the analysis to the satisfaction of green development general target,compared with the target of green economy,green livable and green livelihood of the people,paper points out the path including that through of the perfect system and policy guide,deepen the cooperation of the agglomeration,the reasonable development orientation of the agglomeration.Implementation of these paths can make the economic development,the livable construction and the people's livelihood of Cheng Yu agglomeration to achieve harmony,and realize the green development of Cheng Yu agglomeration finally.
