Industrial transformation is one of the world's most important economic development trend.Complying with the regional comparative advantages' changing,the developed areas transfer some of their industries to the developing regions,thus showing a process and phenomena of the industry transferred from developed regions to developing regions spatially.At present,the international and domestic division of industrial production factors have changed profoundly.In China,the transfer of industries from developed eastern coastal areas to developing central and western regions is speeding up.The central and western China are rich in natural resources,low in factor costs,and have promising market potential.Thus the industries' transfer is not only good for accelerating the industrialization and urbanization of the central and western China,but also good for promoting the economic transformation and upgrading of the developed eastern regions,thus contributing to the coordinated development nationally.On 21 January,2010 the State Council officially approved the"The plan of the Demonstration Zone for undertaking the industrial transfer of Wanjiang Urban Belt".As the DZIT approved nationally,it emphasis the rational agglomeration of the transferred industries,thus providing experience for relerant regions.Therefore,the study of DZIT of Wanjiang Urban Belt can provide some scientific basis and thus very important.The process of industrial transformation will bring a series of land use changes in the structure and spatial distribution,and have many problems in land use,land use quantity,spatial arrangement,performance in the industrial transformation process,such problems can lead to rational utilization of land,affect or transfer of industry,economic development.Based on this,this paper further discussed regional smart land use and development strategy both theoretically and empirically.As to the theoretical research,based on the systematic analysis of Wanjiang Urban Belt's land use pattern,and based on the theory of smart growth,this paper come up with some new thoughts about the connotation,characteristics and operation mode of smart land use.As to the empirical research,with Wanjiang Urban belt demonstration zone as the study area,we first evaluated the smart degree of regional land use;and based on the evaluation results,the DZIT's land use is optimized using the smart land use quantity structure and space layout optimization model we constucted.According to the optimization results,a "one axis two wings" smart land use space layout to better undertake the industrial transfer is proposed.Then typical cities representative of the "one axis" and the "two wings" are selected to further the empirical analysis,model validation and optimization,and the strategy developments.The main research contents and the conclusions are as follows:Firstly,The contents of smart land use.This paper reviewed the land use patterns,analyzed city smart growth related researches,and proposed the connotation of smart land use,and analyzed itscharacteristic and mechanism.It mainly includes the rational uses of land,economic development,social,ecological and conservation of resources,combined with intensive,compact,harmonious and comprehensive uses,resource conservation,diversity,load finite thought;its essence mainly refers to the conbination of the rational allocation of land use resources,the coordinated development of industries and the effective protection of the ecological environment so as to the maximum sustainable utilization and realize land resources and comprehensive benefits during the land use processes,.Smart land use stemmed from the intensive use of land,the sustainable use of land.There are somewhat similiar,but there are substaintial differences in their disiplines,concepts of time and space,hierarchical concepts,values etc..Secondly,this paper analysised the spatial-temporal variations and trends of land use of the study area based on the analyses of its social,economic and ecological background.According to the results,the study area of arable land and unused land ratio showed a downward trend in recent years,which shows that Wanjiang Urban belt industrial transfer,social economic development,structural adjustment and so on in the course of land,occupied large area of cultivated land,especially in recent years,the decrease is increased;unused land from 11.01%in 2002 reduced to 10.57%,of which 2006-2008 years the largest decline,illustrate the development of unused land is increasing continuously;construction land ratio continued to increase,rising from 10.45%in 2002 to 11.00%in 2008,growth continued to increase.Mainly uses the trend analysis on the land use prediction grey prediction model GM(1,1)based on Grey system.According to the prediction results,if according to the current trend of development,arable land and unused land are reduced,the area of construction land is increasing.To improve the comprehensive benefit of the land,must be controlled artificially,rational planning.At the same time,it is necessary to explore a reasonable,efficient,and consistent with the actual land use patterns,and lay the foundation for the sustainable development of economy.Thirdly,the smart land use evaluation.From the three aspects of economic,social and ecological development,this paper construct a smart land use evaluation indicators system.Then based on the regional land use census data,remote sensing images,the degree of Wanjiang Urban belt smart land use was evaluated using principal component analysis.Results showes:the ?-grade region includes Tongling,Ma'anshan and Wuhu City,where the potential of land resources are not fully released and only meet the basic requirements of smart land use;the ?-grade areas includes Heifei,Chaohu,Chizhou and Xuancheng City,where the regionl land use has not yet met the basic requirements of smart land use and the potential of regional land resources are mostly not released;the IV-grade areas includes Lu'an,Anqing and Chuzhou City,the three city's land use rarely meet the requirements of smart land use,and their utilization of regional land resources is more extensive.Overall,the land use in Wanjiang Urban Belt is not so smart.Besides,there are significant contrast between each City involved.Fourthly,the optimization of regional land resources for smart land use,including its quantity allocation and spatial arrangement.The quantity allocation optimization is based on the grey multi-objective linear programming method,and the spatial arrangement optimization is mainly based on the land use suitability evaluation.According to the results of the study area smart land use structure optimization,combined with the results of regional smart land use evaluation as well as the regional transfer of industry practice,the DZIT of Wanjiang Urban Belt was divided into "one axis two wings" to better push the practice of smart land use.The axis refers to the regions along the Yangtze River,the object of the smart land use of the one axis area is to better undertake the industrial transfer from the Yangtze River Delta region by a smarter utilization of the land resources along the Yangtze River golden waterway.While the two wings refers to the south and north sides of the Wanjiang Urban Belt,which are sperated by the Yangtze River.Fifthly,to further show how regions of different smart land use degrees and economic stages can do to improve the efficiency of local land use,a detailed optimization study of Ma'anshan City and Chuzhou City is carried out based on the"one axis and two wings" smart land use zonation of Wanjiang Urban Belt.The former is reprentative for the "axis" region where the land use is relatively smart but not so smart,and the later is reprentative for the "wings" where the land use is relatively no so smart.Results showed that the industrial land area should be increased and more concentrated spatially,and that residential land relative status should also be distributed more concentrated spatially surrounding with commercial land,meeting the needs of local people's daily life.Finally,based on the analysis of the local conditions of the DZIT in Wangjiang Urban Belt,this paper further proposed some strategies to promote the regional smart land use from the pespective of smart land management of the increasing land use,smart land optimization of the existing land resources and the smart land control of the important land use of industrial land in DZIT.Potential measures includes constructing a comprehensive mechanism for resource management thus to increase the land use intensity and output,and cultivating a market-government combined land use management system,and improving the macro-controlling function of regional land use plan,and promoting the transformation of idle land,and using the regional land resources multi-dimensionally,and actively pushing the regional land consolidation,and improving the controlling mechanism of industrial land use access,and enhencing the tracking monitoring of industrial land use,etc.Hopefully,these policies will better push the smart land use in the DZIT.
