As a new form of social movement,"media mobilization" profoundly affected the political environment of the landscape as a whole.In the medium environment,the fog spread through "process-mechanism",medium mobilization brings out the features and problems of the new era.Spread based on the "environment","social media","social movements" and other relevant theory,to our country in recent more than 20 years fog event process carding and comparative study,combined with the changes of the media to mobilize,characteristics and the realistic background of social transition in our country,explore the mobilization "media" as a contemporary China's environmental movement action to explain the feasibility of the framework of the existing problems and corresponding countermeasures.In the process of media mobilization,the public,the social elite,the media and the government constantly adjust their roles and interaction,and build a new social mobilization environment.As far as the public and the social elite are concerned,the identity boundary between the two is blurred,and they are free to switch in the process of media mobilization.Due to the professionalization of its mobilization mode,social elites make it the most representative mobilizing body in public mobilization and play an important role in social movements.However,most of the public participate in the mobilization with the expression of the negative social mentality and the "strong meme" mobilization mode.Therefore,the public needs to call for rational public mobilization by optimizing the mobilization organization and cultivating a good social mentality.As far as the media is concerned,the media has changed from the instrumental role to the identity of the discourse subject,and has become the most important mobilization subject in the social mobilization.The new media mainly participated in the mobilization with "banter Satire","sad narrative" and other rhetorical methods,and formed a form of mobilizing common meaning.In the process of mobilization,factors such as emotional identity are difficult to persist and elites are difficult to gather,which lead to the unsustainability of the mobilization issues,and thus affect the effect of mobilization.Therefore,the new media needs to build a new "public sphere" to avoid the public opinion issue changing rapidly,so as to enhance the mobilization effect of new media.In contrast,traditional media reporting tends to be a media discourse governance model,making its social mobilization limited.The traditional media mainly participates in the mobilization by "strategic framework" and strengthens the mobilization of common meaning.In the process of mobilization,it often deviates from the core mobilization framework,which makes it difficult to achieve the mobilization appeal and weaken the mobilization effect.Therefore,the traditional media need to integrate the framework of the main mobilization to optimize the framework of social mobilization and improve the effect of media mobilization.As for the government,from the mobilization object to the mobilization body and the transformation of governance status,the government often participates in mobilization with the "government symbolic gesture" mobilization mode,so that its mobilization tends to be regular and regulatory.Meanwhile,in the context of dual "political gap" and "elite instability",the government usually uses self discourse mode to generalize its environmental governance risks and avoid self risk responsibilities.In the mobilization process,the lack of interaction between the government and the public led to the formation of the "anti discourse space" of officials.The implementation of haze policy did not synchronize,which intensified the internal conflict of the political alliance and weakened the mobilization effect.In view of this,the government needs to strengthen national autonomy,to strengthen the "Internet plus government" chief new media operation,cultivate new middle class and balanced environment risk sharing responsibility,in order to promote the public opinion field resonance,and then reached a basic consensus,the relationship between the government and the public.reshape society,and construct the benign discourse space.Based on this,the full text consists of the introduction and six chapters.The introduction part in this paper the problem of haze status and comb,on the basis of related research at home and abroad,the research background,research significance,the research content of this article make the overall introduction,research method,etc.Body part mainly includes the first chapter to the fifth chapter,the article along two main lines:the first,in time for clues,through to the 2000-2017 China's major haze events.the haze of issues appear,the whole process of formation,transformation,strengthen and mutation,tries hard to complete rendering the whole development process of our country's haze issue.Second,centered on the media to mobilize the clues,through the haze issues arising in the process of performance and the influence of various discourse entities,a more complete outline the spread of environmental context and its characteristics in our country.Chapter 6 in the first five chapter fog event,on the basis of case analysis,on the changes of the mobilization "media",characterization and summarize the main problem.
