At present,Vietnam's economy is gradually integrating into the regional and world economyin January 11,2007,Vietnam has formally joined the world trade organization,Vietnam needs to participate in the world economy.In this context,Vietnam National University ofeducation needs for autonomy and the right way of self responsibility,the purpose is to "the unity of educational reform thinking,from the goal,content,method and structure,organization system and management mechanism,which is close to the regional and worldlevels of education".In recent years,the Vietnamese education fund proportion compared with other countrieshas reached the highest proportion.However,compared with the advanced countries and the actual needs of the Vietnamese education financial investment is still relatively low.This shows that educational finance system reform is imperative.Therefore,on the one handshould be improved and the effective use of state funds,on the other hand,in the field ofeducation and training should gradually increase the learner's contributions.The main source of funding for public universities including Vietnam national financial supportand financial aid from outside sources.However,in the payment of regular activities,basicconstruction,purchase of equipment,scientific research,training learning staff costs,financial sources of funds still accounted for the major proportion.In fact,the allocation of funds anduniversity charge imbalance,has been regarded as the main reason for the training effect is difficult to determine.There were also large differences in state fiscal and foreign sources of funds.At public universities,government funding,the learner's tuition accounts for the major proportion.Therefore,during this period of time,the public school has suggested that the rising tuition,to supplement the payment,investment for the activities of the school,but has not yet been achieved.Some schools with large sources of funding from the training fee,which is the main,regular training and non formal training.However,expanding the training alsoencounter some obstacles,such as infrastructure,personnel and allocation.The financial sources of funding for training quality of great influence.On the determination of fees,charges,scientific and fair pricing policy is important to allowschools,the content and the different between the districts,compared to each other and tothe national budget expenses;between learners and investment and share the training fee according to the.In addition,on the determination of tuition is used to determine the trainingquality and timely allocation of funds according to the national financial education.College Students Donate calculated accurately at the same time,also need to calculate the index distribution to make the university autonomy and more responsible for the enrollment and graduation.After a long time,the state has not changed for tuition.Although the GDP needs,education and training in commodity prices and the life has increased a lot,but almost no change intuition framework.Especially Vietnam now almost no official information to confirm the basicway of training university tuition fees.Therefore,research on and scientifically determinecollege tuition,Vietnam during this period of time is an urgent problem to be solved.Based on this,the research situation of tuition fees,investment policy,teachers andmanagement staff wages;the cultivation of school research cost,which serve as the basis for determining the tuition,and proposed some solutions to alleviate the country iron free tuition burden,reducing the financial revenue and expenditure of the school,to create a betterlearning conditions for learners.
