The Protection Of Student’s Interests Under The Policy Of College Charging Tuition Fees

In the domain of higher education, our society, especially parents’ and students, are always focus on the policy of charging tuition. The change from tuition free to charge fee not only means the alteration of college financial policy but also bring a new outlook of redistribution caused by the new policy. Three subjects should be noticed in the process of relocation of interests that is government, college and student.Among the three, the guarantee of student interest should be paid great attention. It should be noticed that during this operation, students, neither an apprentice in Middle Ages, nor the pure builder or successor of the government, is a real educational customer.As customers, students will propose appeals and ideas of their interests according to the policy. In fact, however, the appeal and assertion of their interests can not be effectively put into practice. The reasons lies behind it are: students’low ability of policy gaming; the weak consciousness of protecting rights; the deficiency of policies operation and imperfection of policy itself. Students appeals being ignored will not only affect the protection of their rights but also the successful practice of the policy. In order to keep the tuition policy legal and reasonable and fair in operation, the interests’appeal of student should be concentrated on to protect their legal rights, which is the problem to be tackled in this research. Based on collecting relevant policy texts and various documents, the research adopted literature analysis method, comparative analysis method, case study method and interest’s analysis method to sort out and analyze these materials. In this way the research endeavored to solve the difficulties in operation in university fees policy on the basis of absorbing relevant protection policies of students’ interests at home and abroad. This research did not analyze the policy itself from the perspective of management. Instead, from the perspective of interest’s research, it analyzed the interest’s selection, interest’s confliction, interest’s imbalance and balance. Researching higher education policy from the perspective of the interests helped to identify a series of issues in the process of operating university fees policy and grasp the meaning of university fees policy, which is innovative both in theory and practice.On the basis of the introduction, the research divided into four parts around the core issue the protection of students’ interests in operating university fees policy. The first part proposed the interests appeals in operation university fees policy which mainly aimed at analyzing the interests allocation and arrangement in the operation university fees policy. The second part analyzed the current situation of university students’ interest’s protection deficiencies with relevant cases to find out the weaknesses of the operation in university fees policy from the four aspects:the lack of participation mechanism, expressing channel, choices and surveillance. The third part explained the demands of interest’s bodies of the fees policy and found out the reason why students lack interests. The fourth part gave some suggestions about interests protection in running the university students fees policy from perspective of legal rights protection, including that protect the students right of expressing, participation, choice and surveillance by perfecting the expression mechanism, the hearing mechanism, the adjustment mechanism and feedback mechanism.
