| The report to 19 th CPC national congress pointed out: “We must pursue coordinated progress in law-based governance,law-based exercise of state power,and law-based government administration,and promote the integrated development of rule of law for the country,the government,and society.We must continue to promote a combination of rule of law and rule of virtue,and combine law-based governance of the country and rule-based governance over the Party.We must further the reform of the judicial system,and strengthen rule of law literacy among all our people while also enhancing their moral integrity.”Rule of law literacy is an important part of the overall quality of the citizens,and it is the foundation of rule of law in China,it is also the power to promote law-based governance of the country.College students as the reserve talents for the development of the state and society,their rule of law literacy is an important factor affecting the process of managing the country by law in an all-round way.The study defined the concept and connotation of college students’ rule of law literacy with literature research and expert consultation.College Students’ legal literacy refers to that,the college students master basic legal knowledge,adhere to the correct legal sense,have the firm spirit of law and the basic ability of using law through the accumulation of primary and secondary school and learning and practice in university.Its connotation consists of four dimensions:legal knowledge,legal sense,the spirit of law,and the ability to use law.In order to master the status of college students’ rule of law literacy,this study conducted a survey by questionnaire survey,and analyzed the results of the investigation.It is found that there are differences in the rule of law literacy among college students in different grades,different sexes and different types of schools.From four dimensions,college students have basic but not systematic legal knowledge,they master basic legal knowledge,but lack of emphasis,they are familiar with specific knowledge points,but they don’t understand deeply.In terms of legal sense,they grasp the basic principles of rule of law,but not close to practice,they understand the importance of rule of law,but have not wide range of ideas,they agree with the value pursuit of rule of law,but their personal position is not yet accurate.In terms of spirit of law,they don’t trust in the rule of law completely;they don’t awe law enough;they don’t protect of the law actively.In terms of usage ability,they can’t predict the legal consequences it is not accurately beforehand;their judgment of the legal act is unreasonable in the matter;after that,their choice of relief channels is inappropriate,and their legitimate demands are not expressed in time.In this study,questionnaires and interviews were used to summarize the restrictive factors of college Students’ law literacy.In the aspect of ideological and political theory course,it is mainly due to lack of innovation in teaching methods,teachers’ legal knowledge is weak,and the students lack of interest in improving their rule of law literacy,in the aspect of school,it is mainly campus culture lack of rule of law elements,and the school lack of service mechanism to deal with the legal problems of the students,in the aspect of social environment,the dross of traditional culture weakens the role of the rule of law,bad social atmosphere impact on the rule of law,Judicial unfairness affects the prestige of the rule of law.We must start from curriculum reform,based on colleges and universities,and radiate the society to find a broader way together to improve college students’ rule of law literacy.The first aspect,curriculum reform:ideological and political courses should play the main role in improving college students’ rule of law literacy,it is mainly to innovate teaching methods for legal knowledge,strengthen teacher education,and enhance teachers’ legal foundation.The second aspect is school transformation: we should explore auxiliary measures to improve college students’ rule of law literacy,establish the practice base of rule of law education,establish law service center for students,and put elements of rule of law in campus culture.The third aspect is social support: we need to form a strong resultant force to enhance the rule of law literacy of college students,mainly by improving the credibility of the judiciary,building the rule of law public opinion environment,and introducing the resources of social law to colleges and universities. |
