Education 2030 puts forward the new claim of "comprehensive integration mode of sustainable reform",and stresses that the global reforms will be blocked without the emergence of this reform.Logic reconstruction of the reform path has been a new significant issue of current society,and also an important topic of reform development in China.In this deeply meaningful framework,theoretical guidance is becoming unprecedentedly important to successful practice.Then,what is the core of the new reform?And what is its meaning to the construction of lifelong education system.This study suggests the two problems cannot be solved by the existing theories,and it needs exploration and examination beyond the present framework.Research shows that establishment of lifelong education system needs the overall redesigning rather than reforming under the existing framework.Therefore,the joint of two systems either makes the things worse or meaningless.However,it is repeated continuously in practice,and education reform has always been stagnating in the classical framework of marginal thoughts,thereby making the construction of lifelong education system struggle.Based on the study problems,this dissertation focuses on the sustainable development aim in 2030,in the guidance of the theory of complex adaptive system,taking the reform pilot of lifelong education system construction in China as the case,and tries on new methods and angles,exploring systematically the internal mechanism and regulations of reform,and finally,the systematic sustainable reform theory framework is shaped.The whole dissertation explores along the clue of theory-empirical study-theory:First of all,this dissertation establishes the problem presupposition based on the breakthrough start point and new concept framework.In response to the problem of concept mixture in the study of lifelong education and reform theory,it tries on concept map and change the conceptual object from the single concept to conceptual scheme.It offers new concept framework for the new theory system and effectively solves the factual difficulties of related concept mixture and unclear theories.Meanwhile,the dissertation makes a systemic research into the theory of complex adaptive system and reform system mechanism,and offers logic framework and analytic tool for case study and theory construction.Furthermore,to make sure reliability of the conclusion,this dissertation adopts the case empirical study method by Robert K.Yin,and makes a strict and systematic study on the cases of reform experimentation built by lifelong education system.After about two years' field investigation,the data of seven kinds of sources have been collected including over 50 people's important interviews(more than 300 hours in total)and 1,600 questionnaires in four learning cities,getting important data resources of theory construction,and sharing supplementary results besides as research tools:a strict case empirical design and a research database.Finally,the dissertation forms sustainable reform theory system based on theory research and case abstract,and designs new reform program of lifelong education system(see Graph 7-8)as well as countermeasure and suggestion of education reform in China and the diagnostic case of the reform condition.The conclusion of the study:the main content concerning sustainable reform theory system as follows:Firstly,theoretical framework consists of 3 parts:"outer boundary framework","thought system" and "internal components of sustainable adaptability".Theoretical framework(see Graph 7-2)comes from complex adaptive systems theory and defines intact theory horizon,and helps theory study and intact practice operation.The main elements of the framework include three aspects of reform target system,reform practice system and humans as well as the formation of total reform condition and the sustainable attainment.Thought system(see Table 7-1)comes from the abstract of the case empirical research conclusion.The system consists of five key elements,namely,drawing the key signals of observing things development stage separately from five sights of times,society,things themselves as well as the symbols of the qualitative change and the depth and width of it.These signals helps to judge the reform's development stages,thereby deciding choosing the suitable reform strategies.The five key signals constitute the system,seen as the crucial system which makes the reform sustainable.They are helpful to construct key and essential problems in the reform for science,and to offer support to decrease reform errors.Internal components of sustainable adaptability(see Graph 2-4,Graph 2-5)is sustainable reform internal model made of three "timely,moderate and continuous" key elements,whose function is to explain fundamentally the source of sustainable reform mechanism,and reveal the effective and sustainable inner principle of realizing the reform The model comes from exploring the complex adaptability reform mechanism.It is the deepest essence of sustainable reform theory,and its core idea is the choice of reform strategy and intensity of intervention,adapting to reform targets'characteristics of different developing stages.It's "integrated","tolerant" and "sustainable" ideal model of reform systemSecondly,3 matched theory operating tools are formed:(1)sustainable reform rating scale(Table 7-4).The scale can offer supports from three aspects:one is to identify developing stages according to several key elements'relations of "direction,tension,rhythm,connotation and span";the other is to choose suitable reform strategy according to the development stages;the third is to ascertain the changing content according to reform strategies,thereby making sure the reform targets of institutional system,organization structure and cultural value system,etc.(2)Reform strategies and integrating models(Table 7-4),integrate isolated reform models in the reform theory and shape reform types,choosing reference sheet.(3)Three-level task operating framework of sustainable reform(Graph 7-5)offers route diagram of implementing sustainable reform and helps to improve reform quality.This tool aims at offering designing regulations and rules for overcoming reform randomness.This study's main idea of sustainable reform theory is ecologic,adaptive and sustainable,namely,rhythmic,tensioned and reasonable sustainable reform process.This study's main breakthrough:one is the reform system itself becomes sustainable adaptive system matching with the times;the other is to open the new road for realizing pushing social sustainable development aim;the third is to make reform types extended and intact based on the present reform.The development goes in accordance with two relative directions and moves in circles consistently,but the traditional reform theory focuses on the stable problems of keeping it in a certain state.However,this study focuses on another direction,namely the problem of development and breakthrough.That is about how to push forward generating new-property problem.
