Research On New Energy Development And Utilization In Japan

At present,China is in a critical period of deepening reform and accelerating the transformation of economic development mode,as well as a critical period of energy transformation and development.From the domestic development situation in the new normal,after 30 years of intensive development,our country energy demand overall downward trend,but the situation is still grim energy sustainable development and environmental protection,energy development gradually to increase renewable energy consumption to build a clean,high efficiency,low emission energy system,energy production and consumption become important topic change.In terms of the international situation,global climate change,energy technology innovation,geopolitical changes and other factors have had a wide impact on the international energy situation.The implementation and entry into force of the Paris agreement has brought about profound adjustments to the pattern of interests in energy production,supply and consumption.As a big energy consumer,Japan has long been dependent on overseas countries or regions for energy,resulting in the vulnerability of its energy structure.In order to ensure energy security and reduce overseas dependence,Japan has continuously promoted the development and utilization of new energy.Under the guidance,encouragement and support policies,Japan has made major breakthroughs in new energy technologies and the new energy industry has achieved rapid development.At the same time,Japan has been committed to building an energy-saving society,especially after the Paris agreement came into force,energy conservation and emission reduction has become one of the most important strategic issues for Japan.In order to achieve the goal of substantially reducing greenhouse gas emissions,Japan not only vigorously promotes the development and utilization of renewable energy,but also takes many measures to promote the promotion and popularization of energy-saving technology and equipment,so as to promote the Japanese society from "low carbon" to "decarbonization".In fact,as a major energy consumer,Japan’s experience in promoting the introduction of market mechanism,technology research and application,and security system construction in the development and utilization of new energy industry has important reference significance for China to promote the development of new energy industry.Therefore,on the basis of sorting out the historical evolution and characteristics of new energy development and utilization,this paper focuses on the role of market conditions,technical support,security system and other key factors in the development and utilization of new energy in Japan,summarizes and draws on the experience of Japan’s new energy development and utilization,and provides reference for promoting the development and utilization of new energy in China.The research results show that the development and utilization of new energy in Japan has been evolving with the adjustment of its energy strategy,which mainly goes through five stages: the strategic preparation period,the strategic transition period,the strategic development period,the strategic adjustment period and the strategic stability period.Each stage of development,the importance of new energy development and utilization is slightly different,in general,Japan’s new energy development and utilization of both subjective choice in dealing with domestic social and economic conditions change,also conforms to the world energy pattern and the objective demands of the situation changes,its features mainly including four aspects: energy strategic planning for the guidelines,laws and regulations of energy security,energy technology research and development as the breakthrough,energy security as targets.Look from market conditions,Japan’s new energy supply level unceasing enhancement,the consumption level is relatively low,therefore,Japan mainly from improve the market environment,reduce cost,optimize power grid operation,improve the aspects such as regulating ability,build multivariate,stable,flexible energy supply and demand structure,in order to better balance the new energy supply and demand of the market.From technical conditions,as the material basis for the new energy development and utilization,the application of Japan’s research and development of new energy technology,are of the utmost importance in the policy factors,the main body factor,market factor and technology factor,under the comprehensive function of Japan has formed a relatively mature new energy technology research and development application system and the path,and achieved remarkable achievement,formed a relatively perfect system of technology research and development,break through the part of the energy technology bottlenecks,improve the energy utilization efficiency and expand the application field of new energy.From the perspective of guarantee conditions,Japan has formed a relatively complete guarantee system for the development and utilization of new energy.It has made remarkable achievements in promoting the development and utilization of new energy on the basis of systematic laws and regulations,driven by fiscal and taxation policies,and supported by administrative management.However,restricted by technology,market and other factors,Japan’s development and utilization of new energy also have problems such as high technology cost,low proportion of new energy and high degree of policy dependence.As one of the most important countries in the development and utilization of new energy in the world,China has made remarkable achievements in market size and industrial growth rate,but there are still many problems in system construction,policy dependence,market supply and demand balance and technology commercialization.Experience from Japan’s new energy development and utilization,we should focus on the construction of legal system,strengthening policy support,draw lessons from the advanced technology experience,strengthening the international energy cooperation,so as to perfect the institutional basis of new energy development,coordinating officer manufacture-learning-research cooperation,enhance the level of new energy technology,ensure the smooth implementation of the new energy strategy,in turn,promote energy supply and consumption structure optimization,realize the goal of national energy strategy.
