Exploring The Path Of County Land Planning Based On The Evaluation Of Resource Environment Carrying Capacity

Under the new situation,China has incorporated the assessment of resource and environment carrying capacity into the compilation basis and one of the important bases of national land space planning.This paper reviewed the research scale,evaluation methods,current situation and development history of national spatial planning,use control,system reconstruction and planning system in different countries in the new domestic resource and environmental carrying capacity evaluation,etc,and also analyzed the foreign research focus in the bearing capacity evaluation and spatial planning system of vary from country to country in the world,then the relationship between the evaluation of resource and environment carrying capacity and land space planning was analyzed.At present,there is no evaluation system at county level in China.County spatial planning is the planning of infrastructure,land use and other elements of the overall arrangement of the county level,to achieve space control,and the implementation of space control elements to the land.Therefore,This paper based on the national geoinformation survey data,the second national land survey data and the field research data,and taking the county source of Qinghai Province as an example,the comprehensive evaluation method was mainly used to analyze how the county-level resource and environmental carrying capacity evaluation guides the county's spatial planning.And draw the following conclusions:1)The land resource carrying status of Menyuan County was generally good and the land pressure was small.The most suitable areas for land development and construction were located in the vicinity of the Haomen River Basin running through the county.Land carrying capacity can be used as a reference factor in spatial planning and has no limiting power.2)Not the exploitation but the use of groundwater in Menyuan County were all satisfactory.In terms of the total amount of water used for living,production and agriculture,the use of water resources in Sujitan township was overloaded,and the critical overload in Beishan township was overloaded too.3)The results of environmental assessment in Menyuan County showed that the main pollutants in Haomen town and Yintian township exceeded the standard.Haomen town's main atmospheric pollutants PM10 slightly over the standard,Yintian township's water pollutants in the TN,TP factor seriously beyond the standard.4)The ecological evaluation is mainly reflected by the prominent soil erosion and soil sand problems in the county,and the overall evaluation results were overloaded.Only Yintian,Malian and the imperial Mongolian township among the country showed a healthy ecosystem.5)According to the location of the main function zoning at the provincial level in menyuan county,the carrying capacity of water conservation was evaluated,and the results showed that the carrying capacity of the water conservation function was in good condition and the whole was not overloaded.6)Based on the comprehensive evaluation results from the above five aspects and combined with the distribution of urban space,agricultural space and ecological space in Menyuan county,which pointed out that when compiling the spatial planning of Menyuan county,the bearing status of water resources,environmental system and ecological system should be given special consideration in the zoning,and the current problems should be improved to put forward planning strategies.
