Path Research Of Common Governance On Chinese Urban-rural Planning

Currently,the diversity of stakeholders has become the main features of the economic and social sectors.Department management is prone to fragmentation and "sector failure",coupled with the government authority boundaries are not clear,resulting in space planning do not converge,the lack of forward planning and implementation planning,lack of seriousness,and the plight of lack of public participation.Urban and rural planning gives guidance of urban and rural development and construction,and makes best usage of city space resources.Urban and rural planning also maintains social justice and makes safeguard the public security and interests as one of the most important public policies.But within the problems above,the basic service does not play a full role an d influence of social fairness and justice.Under the multiple effects such as the space interests of the main diversity,the failure of the department and the current planning and management is facing many difficulties,domestic realistic planning and management theory and mechanism are lacking of appropriate theoretical guidance and practical management measures.From the aspect of common governance to break the block segmentation under the framework of management model has become an urgent need to solve the problem.This article from three aspects,the urban and rural planning and common governance research foundation and cause analysis,combing the urban and rural planning,approval and supervision of common governance path,urban and rural planning common governance mechanism and platform construction path,research the China's urban and rural planning common governance mechanism.First of all,from the analysis of the trend of western public administration theory and the change of China public policy,and based on the theory of cooperation of the government and the whole collaborative government and the practice research,analyze the connotation of urban and rural planning and common governance in "horizontal cooperation and vertical cooperation" level.Through the analysis of the main difficulties of urban planning and common governance and the causes,put forward to rule based spatial planning system,to achieve consensus as the goal of the regional coordination mechanism,to construct efficiency as the core of the vertical and horizontal linkage system "and" build participatory planning and implementation management of bridge ",which are the basic ideas of urban and rural planning common governance.Secondly,from analyze the realistic mode of urban and rural planning and approval of government,we can explore the planning and implementation of common governance mode and value orientation,proposing the horizontal and vertical cooperation path in th e planning and implementation of urban and rural planning.On this basis,to further clarify the responsibility of the levels of government,the relationship between government and market power,proposed to establish a clear list of powers and responsibili ties as a prerequisite for the establishment of cooperation mechanisms and build cross boundary,cross department,cross level,cross industry's planning of urban and rural common governance in the internal mechanism of government and urban and rural planning public participation in the external mechanism in different levels of government,different departments.Study on the path of construction of urban and rural planning common governance mechanism will have the planning theory and method innovated in urban and rural planning and management,the management of urban and rural planning theory improved and the path of common governance explored,and will promote the new concept of urban and rural planning and management from the previous "piece" and "fragmentation" to "government and cooperation".Will also help to re-examine the preparation,approval,implementation and monitoring process of the urban and rural planning with overall thinking,thereby connecting the practice and management of urban and rural planning effectively,realize the in-depth understanding of cooperation from the urban planning government to government beneficial exploration cooperation mechanism and platform construction.
