Urban and rural planning has the basic task of promoting social economic sustainable development. It is a kind of spatial layout planning which is used for comprehensive arrangement, scientific deployment and actualizing management of spatial layout, land utilization and constructions. As an essential part of planning work, planning examination and approval, which includes the management of certificates for construction projects, plays an important role in urban-rural planning and construction. China is in the period of rapid urbanization at present. With the expanding scale and accelerating pace of urban construction, the amount of business and data has been increasingly growing. Meanwhile, the requirement of standardized management and service level has been greatly enhanced.The objects of the management of examination and approval are documents and drawings. Traditional methods are manual, inefficient, and inconvenient for the management. Although information technology has now been integrated and networked management has been achieved, graphics approval is completed mainly based on the commercial graphics software, which is high-cost, complicated, and inconvenient for users to quickly learn and adapt. It is necessary to use effective means of examination and approval and modern information technology to make the management more efficient and scientific.Main business and standardization process of examination and approval were summarized in view of the characteristics and shortcomings of traditional methods of examination and approval. A set of application-oriented GIS was designed and developed based on the geographic information system, spatial database technology and computer technology, and eventually the management of graphic-attributes integrations was achieved. In this paper, the system structure and each functional module were designed and the exclusive database was established. Specific functions including project management, graphic-attributes integration, supervision, auxiliary tools and certificate management were also implemented. By means of the effective mode of examination and approval and the optimization technique of administration, the data sharing has been realized, the efficiency of examination and approval has been raised and it helps to improve the effectiveness, accuracy and reliability of the approval decision, which will make the management of urban and rural planning examination and approval more scientific, standardized and transparent.
