To build ecological civilization and increase the protection of the ecosystem is a millennium plan for realizing the sustainable development of the Chinese nation.Wetlands,together with forests and oceans are the three global ecological systems.It plays an irreplaceable role in resisting floods,purifying pollutions,regulating the climate,maintaining the global carbon cycle and protecting biological diversity,and of great significance to safeguard national and global ecological security.“Strengthening wetland protection and restoration” is a new requirement put forward by the party's Nineteenth Congress on the protection of ecosystems.Wetland protection has become a major measure for the construction of ecological civilization in China.Wetlands are facing biodiversity loss and ecosystem dysfunction.There are range of issues with wetland resource conservation,such as the weak wetland protection awareness,the absence of wetland conservation work,the arduous task of protection and management,while the long-term mechanism for wetland protection have not yet been established.As an important composition of wetland conservation system,the construction of national wetland parks has become the effective measure to protect the wetland.It is an important carrier of realizing wetland resource protection and restoration,as well as sustainable resource utilization.However,since the development of wetland parks in China is only more than a decade history,lots of problems need to be studied in the process of its development and operation.In recent years,the contradiction between the protection and exploitation of natural resources in the construction of national wetland parks has intensified.The “faster the development,the more serious the damage” has become more and more prominent.The planning science of wetland park construction is not enough.In practice,the overall planning as the main guide is unable to directly guide the construction due to its macroscopic,while the control work in the detailed planning stage has not yet formed systematically.In terms of the specifications and requirements of regulatory indicators,the lack of scientific basis,chaotic management and failure to coordinate and solve the conflict problem of ecological protection and utilization seriously affected the healthy development of wetland parks.Based on the macro background of the construction of ecological civilization,under the guideline of sustainable development theory,landscape ecology theory,ecological restoration theory,environmental capacity and environmental psychology theory,combining with interdisciplinary research method such as case study,comparative analysis,field surveys,statistical analysis,biofeedback measurement,aiming at the construction goal of national wetland park,this paper provides a comprehensive and systematic review of the current state of planning and construction of the National Wetland Park.Based on the study of the planning and construction of wetland parks at home and abroad,from the specific characteristics of national wetland park,a theoretical analysis framework for national wetland park controlling plan has built.This paper puts forward the general idea and basic principle for the control plan for national wetland parks,as well as the constitute elements,control content and related requirements.By applying in the case practice,it verifies its theoretical research hypothesis,and forms the guideline for the national wetland park planning.The main exploratory research in this paper is:(1)The control system and analytical framework for the national wetland park planning are systematically constructed.This study uses a multidisciplinary theory such as ecology,psychology and sociology to comb out the history and development of the National Wetland Park,summarizes and draws up relevant planning systems,design regulations,compares and analyzes the experience and problems of wetland park construction at home and abroad.Six major control elements,including land use control,ecological restoration planning control,popular science education planning control,activity control,landscape planning control and artificial facility control are proposed in this paper.Combined with qualitative and quantitative analysis,the major control elements are studied and a control framework is formed,which provides reference for the establishment of national wetland park related design norm.(2)An empirical analysis of the planning from the perspective of tourists' psychology and physiology is made.Based on the analysis of online texts,an in-depth analysis of the built national wetland parks from the point of view of the use of visitors has been conducted,which has clearly illustrated the visitors' perception of the National Wetland Park and the planning and construction of the National Wetland Park on the perspective of tourists,which provides development directions and suggestions for the operation of the National Wetland Park in the long run.This paper also makes a detailed analysis and discussion on wetland landscape.By summarizing the wetland landscape types,appearance features,morphological and structural characteristics,the human physiological effects were objectively and quantitatively analyzed using human physiological parameters,which provided a scientific basis for future landscape design and multi-purpose utilization of landscape.(3)Systematically constructed the guidelines for the planning and controlling of the National Wetland Park from the perspective of solving the contradiction between ecological protection and development and utilization.Based on the analysis of the control system and the case study of the National Wetland Park Planning,the control degree has quantitively and qualifiedly studied.This paper proposes guidelines for the planning and control of national wetland parks that are aimed at planning and controlling specific targets and requirements,which provides directional and operational reference for planning practice.Wetland park planning and design is a systematic and multidisciplinary intersection project,which makes it a complicated process from planning to construction.Currently,the research on controlling plan for national wetland park is still in exploration,many problems need to be further studied and discussed,these problems also provide directions for the further development of this research.
