The Research Of Supervision Policy In House Decoration Industry In Taiwan

The goal of this research is to develop the measurement framework of Taiwan house decoration industry.It not only can help manager to choose the suitable policy but also can measure the house decoration quality supervision operation policy execution performance.This research discusses the literatures about each kind of policy evaluation method and policy performance evaluation method.This research also wants to understand the evolution history about Taiwan house decoration supervision policy.And then,we use in-depth interview method to investigate the opinion from relative person to understand house decoration supervision policy evaluation criteria.By using questionnaire survey and fuzzy C-means method,the suitable house decoration supervision policy evaluation criteria will be selected.According to house decoration supervision policy evaluation model,the house decoration supervision policy portfolio will be selected according to experts' opinion.Because the limitation of resource,this research also use multi objective analysis method to select house decoration supervision policy portfolio to understand which policy portfolio can be executed for maximizing policy goal under different kind of special limitation condition.Research result shows that the best house decoration supervision policy portfolio in Taiwan is integrated by "Nonprofits organization subsidy policy","Service Content Innovation Policy","Target market segments policy","Housing decoration quality supervision system establishment policy" and "Education and Promotion Policy".Under the limitation of government resource,social and economic condition,we conclude three points about using multi objective method to select house decoration supervision policy portfolio and policy execution sequence according to experts' opinions.It includes"Building the house decoration supervision information system" should be executed first because this policy will be in each policy portfolio which is generated from different kind of execution scenario.Experiment results finds that the policy execution sequence will be different when the policy execution sequence is generated from different kind of factors based on government's consideration.So,government should decide the main consideration before deciding the policy execution sequence.Promoting the grace period for enduring the policy performance will not be generated can increasing the volume of policy which the government can offer.For government,it is the most saving policy execution mean for increasing the volume of policy which the government can offer and increasing the housing decoration supervision policy execution performance.
