Study On The Government’s Role In The Construction Of Ecological Civilization Cities In Minority Areas

From the perspective of the founding of new China,especially the development in the past 20 years,China has made significant and rapid progress in the field of economic and social development and urban development in a short period of time.However,in the process of development,it is also faced with more serious resource exhaustion and pollution,more fragile ecosystem and other problems,which seriously restricts the sustainable development of cities.In the face of this grim situation,the party and the state pay more and more attention to environmental protection and ecological civilization,It will be included in the "five-sphere integrated plan for" overall plan for socialist modernization with Chinese characteristics.It has issued a series of important guiding ideology and decision to implement the construction of ecological civilization,and its strategic position has become more and more prominent.In practice,the ecological civilization construction potential of the famous ethnic areas is huge,located in the forefront of the country.Pu ’er city has a large number of ethnic minorities,it has been known as "the green pearl" reputation,ecological resources prominent advantages.Under the background of the whole country,the government of Pu ’er city adheres to the strategy of "ecological city,green development ",and takes the national green economy pilot demonstration zone as the carrier to actively build a national civilized city.But in the process of rapid urbanization,Pu ’er municipal government is also facing ecological damage and environmental pollution.In the construction of ecological civilization cities,the government’s ecological management functions are scattered,the division of rights and responsibilities is not clear,the ecological environment governance system is yet to be improved,and the cultivation of ecological culture has not been completed.Inthis context,this paper puts forward that the theoretical value and practical significance of studying the government’s role in ecological civilization construction are equally important.On the one hand,it can enrich the theoretical research of ecological civilization,and on the other hand,it has specific guiding significance for the government to play its role in practice.Based on the perspective of public management,this paper intends to apply decentralization theory,ecological governance theory,new public service theory and other relevant theories to focus on the research on the role of Pu ’er municipal government in the construction of ecological civilization city.Through literature research,comparative research,interviews,questionnaires and other research methods,this paper systematically expounds the connotation and extension of ecological civilization,and discusses relevant theories and the role of the government in the construction of ecological civilization,and expounds the existing problems and reasons of its role in the current situation of Pu ’er city,and learn from the relevant theories at home and abroad and domestic specific practical experience,this paper puts forward the countermeasures and suggestions to optimize the government’s role in the construction of ecological civilization cities in minority area.
