The Research About Evaluation Of Ecological Civilization Based On The Main Functional Areasin Beijing Municipal Districts

It’s an necessary request to establish the Ecological Evaluation System in the process of the construction of Ecological Civilization since the CPC Central Committee on Some Major Issue Concerning Comprehensively Deepening the Reform emphasizes to accelerate the progress of the construction of Ecological Civilization as well as the Opinions on Accelerating the Construction of the Ecological Civilization,published by CPC Central Committee and State Council,putting the completion of ecological civilization system as the crucial point.To be the basic administrative unit,county work makes a colossal difference in the construction of Ecological Civilization.The research bases on the angle that main function area is founded on town which is treated as basic unit,comprising the ecological evaluation system for Beijing city administrative regions,in order to emphasizes diversity between regions and improve the level of beijing ecological civilization.In advantage of method of comparative analysis to analyze the natural endowment among all main function areas respectively,the research compares different evaluation systems domestically and abroad,inspired by those advanced and practical indicators from above researches.In use of document analysis method,extracting the hit problem,function definition and development plan of every function area from several guideline documents like Plan for Main Function Areas in Beijing,Essentials of Synergetic Development between Beijing,Tianjin,Hebei Provinces and so on which lays profound and stable theological and practical base for the establishment of the evaluation system.To illustrate the mechanism in a more specific way,first and foremost,the research selects 10 common elements which reflect the requirement of Beijing development before integrating the similar function among 4 main function areas in Beijing and choosing 4 Particular indicators for 3 areas respectively out of 4.By combining the mentioned the research extracts elements and indicators,the research is able to set up the evaluation system which pass the verification by actually evaluating the process of the construction of the Ecological Civilization in Beijing,based on the data collected from Annual Statistics of Beijing and official website of other departments.In the author’s perspective of view,the evaluation system applies for the current idea,that the construction of the ecological civilization should follow the lead of the construction of the main function areas,in favour of allocating ecological status among all areas,building up the collaboration in regions and realizing the integrated development in harmony of Beijing.
