With the development of industrialization,urbanization and modernization in China,the construction industry as a basic industry plays an increasingly important role in the development of national economy.Since the reform and opening up in recent 40 years,it is the process of population urbanization in our country.The continuous influx of city's population brings a lot of housing and infrastructure construction requirement and greatly promotes the development of China's construction industry,but it has also brought serious environmental problems: the waste of resources is serious,serious environmental pollution problems.It can be said that the development model of construction industry which is closed to or beyond the carrying capacity of resources and environment has seriously restricted the sustainable development of China's construction industry.How to coordinate the relationship between the development of the construction industry and the resource environment has become the crux of the sustainable and healthy development of the construction industry.At present,compared with the developed countries,China has a large gap in urbanization rate,and the construction industry has greater space for development in the future.However,the low technological content of China's construction industry and the backwardness of management have not been fundamentally changed.The pollution caused by the production activities of construction industry is now one of the three major pollutions in China.The construction waste also accounts for 30%~40% of total municipal refuse.In today's frequent environmental hazards,reducing the pollution generated by the construction industry in the process of building ecological civilization must be resolved.Therefore,in order to solve the problems of serious environmental pollution,to avoid the further deterioration of the existing environment,and to meet the current needs of the residents of a good ecological environment,we must solve the problem of uneven and inadequate development of the construction industry in China,and make the development of the construction industry on the road of sustainable development.Based on the above background and the basic theory and method of ecological efficiency,this paper constructs the index system of ecological efficiency evaluation of construction industry by using data envelopment analysis method,and evaluates the ecological efficiency of Chinese construction industry.The ecoefficiency operation law of the construction industry provides theoretical support forthe formulation of China's construction industry regulations.It can grasp the changing law of ecological efficiency in China's construction industry,and provides a decision basis for the healthy development of China's construction industry and the construction of ecological civilization.The main contents of this paper are as follows:(1)through the combing of the existing literature,the index system of ecological efficiency evaluation of China's construction industry is established,and the eco-efficiency of construction industry in30 provinces in China from 2005 to 2016 is calculated by the ultra-efficient SBM(Slack Based Measure)model.At the national level and the three regional levels,the ecological efficiency of construction industry,the technical efficiency of the construction industry,and the scale efficiency of the construction industry are comparably analyzed,The analysis shows that the ecological efficiency of construction industry in china is generally low,To improve the ecological efficiency of construction industry,it is necessary to plan and develop the development of construction industry,promote the improvement of the pure technical efficiency and scale efficiency especially the improvement of pure technical efficiency;Moreover,the ecological efficiency,the pure technical efficiency and the scale efficiency of the construction industry in the eastern region are obviously higher than those in the central and Western regions.At the same time,we use spatial econometric method to analyze the spatial evolution characteristics of China's construction industry's eco-efficiency,and use HP(Hodrick-Prescott)filter analysis method to analyze the timing change characteristics of China's construction industry's eco efficiency.It is concluded that the ecological efficiency of construction industry in china has formed a low-level agglomeration area centered on Ningxia and a low-high agglomeration area centered on Tianjin,the pure technical efficiency of construction industry has formed a low-low agglomeration area centered on Henan and a low-high concentration area centered in Yunnan and high-low concentration area centered in Ningxia,The scale efficiency of construction industry has formed a high and low concentration area centered on Shanghai.Eco-efficiency and scale efficiency of the construction industry have a downward trend,but pure technical efficiency has an obvious upward trend.(2)Applying the idea and method of convergence hypothesis in the neoclassical economic growth theory to the analysis of the ecological efficiency and difference of the regional construction industry,we use the spatial panel data model to empirically study theconvergence of the regional differences in the ecological efficiency of construction industry in china,it is found that the ecological efficiency of the construction industry in the central and western regions shows a divergent trend,and the overall ecological efficiency of the construction industry shows a steady-state development to its own level,but the regional differences will not disappear in a short time,and will exist for a long time.(3)On the basis of previous studies,we Select the machinery and equipment input,energy input,labor input,capital investment,construction industry output value,etc.,as the influencing factor indicators of the construction industry eco-efficiency,and use the panel data model to conduct empirical research on the influencing factors of the construction industry eco-efficiency in the country and the three major regions,so we can clarify the influence effects and differences of various factors on the ecological efficiency of construction industry in country and the three regions and put forward policy recommendations for improving the eco-efficiency of construction industry so as to promote the sustainable development of China's construction industry.(4)The suggestions to improve the efficiency of the construction industry: the macro side,actively adapt to the new normal economy,optimizing the economic construction of the industrial structure,regional level based on the ecological efficiency of regional differences to strengthen regional coordination mechanism,the industry level increase financial support,optimizing the structure of energy consumption in construction and strengthen the innovation of green construction technology,to promote the sustainable development of China's construction industry.The main features and innovations of this dissertation are as follows:First,on the basis of combing and summarizing the existing literature and theory,the paper not only considers the input of production materials and economic output in the production process of the construction industry,but also considers the process of constructing the ecological efficiency evaluation index system of the construction industry in China.Inventory analysis is also used to measure undesired outputs due to excessive production inputs.Therefore,the evaluation index system proposed in this paper is more perfect and reasonable than the previous studies,so as to reflect the ecological efficiency of China's construction industry more comprehensively and objectively.Second,in the evaluation method of the ecological efficiency of the construction industry,according to the evaluation index system proposed in this paper,the paperapplies the SBM super efficiency model to the evaluation of the ecological efficiency of the construction industry.The SBM super-efficiency model takes into account both the slack in inputs and outputs and the relative efficiencies of these efficient decision-making units.At the same time,this paper also adds random convergence analysis,and finds that the regional differences in the ecological efficiency of China's construction industry will not disappear in a short time,and will exist for a long time.Thirdly,in the empirical test of the factors affecting the ecological efficiency of the construction industry,the spatial measurement method is used to select the construction industry at the national level and the regional level by comparing the mixed model,the spatial fixed effect model,the time fixed effect model and the two-way fixed effect model.The optimal fitting model of the factors affecting ecological efficiency is a comparative analysis of the ecological efficiency of the construction industry in different regions.On the whole,due to the differences in economic development levels in different regions,the factors affecting the ecological efficiency of the construction industry are also significantly different.However,in the country and in the three major regions,it is found that technological progress and labor productivity are positive for the ecological efficiency of the construction industry.Driven by the effect,and resource consumption has a negative driving effect on the ecological efficiency of the construction industry.For other influencing factors,the performance of influencing factors in different regions has certain differences.
