China's expressway mileage continues to grow,rapid traffic growth,expressway contingency events occur from time to time,to the expressway operation and management of many difficulties.In this paper,the term " expressway contingency events " refers to all emergencies that cause the change of traffic flow and affect the normal operation of expressway traffic within a certain period of time.The occurrence of Contingency events will not only affect the normal operation of expressway traffic,but also may cause casualties and property losses.Therefore,it is of great practical significance and theoretical value to carry out the optimization research on the emergency rescue system of expressway contingency events.In this paper,from the expressway emergency rescue system,the theoretical basis of the connotation and classification of expressway incident and the characteristics of the expressway emergency rescue has carried on the induction and summary,based on the analysis of expressway emergency rescue system on the basis of the key elements and subsystems of the expressway,the optimization design of emergency rescue system and the technical support system framework.The optimization of expressway emergency rescue system mainly includes four aspects: emergency early warning of expressway contingency events,emergency rescue resource layout of expressway contingency events,emergency material scheduling of expressway contingency events and emergency management process design and evaluation of expressway contingency events:Firstly,the paper applies the output map of early warning signal to the identification and early warning of expressway contingency events.Contingency events early warning is the premise and foundation of emergency rescue.Based on the analysis of expressway contingency events factors and combined with the early warning process,this paper constructs an early warning index system of expressway contingency events.Through the overall comprehensive evaluation of the index system,draw the early warning signal output diagram,in order to reveal the safe state of the highway,if in the yellow area,the expressway is in a dangerous state,should immediately take appropriate emergency plan timely rescue.This early warning optimization not only overcomes the subjectivity and randomness of previous prediction,but also will be more accurate and effective as information data is accumulated and stored.Secondly,this paper summarizes and analyzes the composition of expressway emergency rescue resources.Emergency rescue resources for expressway contingency events are composed of three parts: emergency team,emergency funds and emergency materials.Due to the strong free liquidity of emergency team,the arrangement of funds is affected by a variety of factors,so the layout optimization of emergency rescue resources in this paper is mainly aimed at the optimization of emergency rescue materials layout.Based on the theory of mathematical correlation,an optimization model of emergency rescue resource layout is established with the goal of full coverage and minimum number of rescue points.The model optimizes the location of the emergency material storage point,solves the model by using the bacterial foraging algorithm,and validates the model effectively through an example,which is suitable for solving the problem of the emergency material layout optimization of the expressway contingency events.Thirdly,on the basis of describing the basic connotation and characteristics of emergency rescue material scheduling for expressway contingency events,this paper constructs an emergency rescue material scheduling model based on the shortest response time,and proposes the solving process of the model combined with genetic algorithm.Considering the actual factors,the emergency resource scheduling method is applied to the case of Jilin province,and the research results are demonstrated.Finally,in order to further optimize the emergency management process,this paper proposes an emergency management model based on linkage mechanism.At the same time,the fuzzy comprehensive evaluation method to evaluate the expressway basic emergency management process,and is verified through the transport of dangerous goods emergency,provide reference information for further optimization of management process.The research results show that due to the evolution law of development of expressway event is not easy to grasp,must be in the view of system of contingency events early warning,emergency rescue resource distribution,emergency supplies scheduling optimization and evaluation of emergency management processes,through the reasonable integration of various resources,to achieve the rationalization of emergency rescue process,minimize costs,thus realizing the maximization of social benefits.
