Study On Optimization Of Expressway Emergency Rescue System In Zhejiang Province

With the rapid development of China's economy,the scale and quantity of expressway construction are constantly upgrading,and the high-speed network has basically covered the whole country.However,as more and more vehicles travel on the expressway,traffic pressure has become greater,which poses a more serious challenge to the maintenance of the expressway.First,the increasing traffic pressure can easily lead to a variety of emergencies;second,the completely-closed expressway and the non-central city(area)lead to an independent environment,which makes the expressway to affect negatively the effective use of the road;third,a single accident on the highway will cause serious traffic jams on the expressway.If the emergency rescue on the highway is improperly implemented,it will not only bring all kinds of negative obstacles to the lives of the people,but also seriously affect the security of the people's property and the stability of the social order.Therefore,the construction of highway emergency and related emergency rescue system has become the focus of attention.This paper finds that the existing problems in the emergency rescue system of Zhejiang expressway are mainly embodied in the "three major imperfections" which rooted in the construction of emergency rescue platform and professional rescue team,the efficiency of emergency decision making and the existing cooperation mechanism and the adaptability of the fire brigade.The reason is that the legal protection of the system is not complete;the hardware equipment lacks a unified and perfect information exchange platform;and it is not reasonable in the organization.Therefore,this paper argues that the emergency rescue in Zhejiang expressway needs further improvement.First,we should establish an emergency management platform: to establish a rapid linkage mechanism,to establish a three-level emergency management platform,to strengthen the analysis of the functional departments and the role of the administrative in the police department.Second,we should build an emergency plan system for the expressway,and increase the investment in the scientific designing & executing plan.Third,it is necessary to improve the comprehensive quality of emergency rescue personnel,which includes improving the quality of the pre-plan managers,setting up the professional team for emergency rescue of the expressway and promoting the construction of the full-time fire brigade of the expressway.Finally,we should strengthen the technical support for emergency rescue.
