Investigation On The Evaluation Of The Local Eco-efficiency And Ecological Civilization Policy Performance By Different Environmental Models

Based upon the theory and practice of sustainable development proposed by the West,the China government advanced the concept of ecological civilization and presented a series of ecological civilization policy.It is necessary to seek a quantized policy performance evaluation tool,to judge the input and yield of ecological civilization policy.As the effective estimation method or the sustainable development of the economy and environment,the eco-efficiency can comprehensively reflect the performance of ecological civilization policy.As a result,based upon a qualitatively analysis of the current ecological civilization policy,we introduced the eco-efficiency index,discussed the methods for evaluating the efficiency of ecological civilization policy,and proposed the ways to improve the policy performance.1.Through the qualitatively analysis of the evolution of the ecological civilization policy,the policy is divided into five stages:early exploration(1949-1971),preliminary establishment(1972-1978),steady development(1979-1991),formation stage(1992-2011),continuous deepening(2012-right now).2.Using the modified proportional DEA model which contains environmental capacity and risk attitude factor,and SFA model which comprises environment affecting factor,we evaluated the eco-efficiency of textile and garment manufacturing enterprise behind the main stream of the Yangtze River and its tributary including Yuxi river,South Fei river,Pai river,Hangbu river,and Fengle river.The results show.that the eco-efficiency of manufacturing enterprises depends not only on the input of ecological civilization policy,but also on the local environmental capacity and risk attitude.Therefore,during the evaluation of ecological civilization policy,the differential method should be adopted to reflect the different positioning of different areas.3.based upon the evaluation on the eco-efficiency index,we introduced the environmental value and proposed the forecast mixed model in view of the DEA-BP grid to estimate the effect of ecological civilization policy on the economic development.Using neural grid model we quantitative estimated the ecological civilization policy in different provincial regions in 2003-2016,and tried to predict the effectiveness of the ecological civilization policy in environmental planning in 13th Five-Year.The empirical research results show that the performance of ecological civilization policy in the regions of different eco-efficiencies can be regulated through different policies.4.By qualitative and quantitative evaluation of the performance of ecological civilization policy,we obtained eight ways to improve the performance:1,boost the legislation of ecological civilization,2,complete the organizational decision-making mechanism of ecological civilization,3,establish the economic policy system of ecological civilization,4,strengthen the adjustment mechanics of interests,5,set up the public participation mechanisms,6,construct the supervision mechanism of ecological civilization policy,7,improve the performance evaluation mechanics of ecological civilization policy,and 8,deepen the structural reform of supply-side of supporting system...
