| It is imperative to construct ecological civilization with the severe situation of shortage of resources,serious environmental pollution and degradation of ecosystem.The construction of ecological civilization is an important content of socialism with Chinese characteristics related to the human well-being and the future of the nation.To study the state and efficiency of ecological civilization construction in China,it is not only correctly evaluate the situation of ecological civilization construction,but also provide decision direction and theoretical support for the promotion of ecological civilization construction and the realization of the goal of "two hundred years".This paper,on the basis of the theory of natural,economic and social complex ecosystem system and the theory of sustainable development,constructs the input-output index system of ecological civilization construction efficiency aiming to clarify the internal production coordination relationship among nature,economy and society,and introduces the connotations and goals of ecological civilization construction.In order to explore the causes of the difference in the efficiency of ecological civilization construction,this paper probes into the factors from two aspects.One is to study the loss of the efficiency of ecological civilization construction from the perspective of input and output,another is to explore the factors that affect the Spatial difference of ecological civilization construction efficiency and the three major regions in East middle and West,based on the method of the geographical detector,aiming to provide the theoretical guidance for the improvement of the efficiency of ecological civilization construction.Draw the following conclusions:(1)In 2003-2016,the overall efficiency of ecological civilization was rising,and its value was between 0.50 and 0.60,at the middle level.On the one hand,it shows that the internal nature,economy and society have not yet achieved efficient coordination and excellent allocation,on the other hand,there is still great potential and room for improving the efficiency of ecological civilization construction in China.In terms of spatial distribution,the high value areas are mainly concentrated in the eastern region,followed by the western and central regions.The efficiency of ecological civilization construction in the eastern and western regions is higher than the national average,while in the central region is lower than the national average.(2)The total factor productivity(TFP)and its decomposition index of the efficiency of ecological civilization construction in China are all rising slowly in fluctuation,while the change index of pure technical efficiency is very small.The improvement of total factor productivity of ecological civilization construction efficiency from 2003 to 2016 is mainly due to the positive promoting effect of scale efficiency change index and technological progress change index,but pure technology efficiency change index has negative hindrance to it.From a regional perspective,the improvement of total factor productivity in Beijing,Tianjin,Shanghai,Shandong,Guangdong,Hainan,Sichuan,Qinghai,Ningxia,Jiangsu,Fujian,Henan,Shaanxi,etc,depends entirely on the driving force of technological progress,and in other regions it is influenced by technological progress and other factors.(3)Ecological civilization construction efficiency exists obvious spatial disequilibrium,and its spatial disequilibrium shows a dynamic evolution character by decreasing gradually and then expanding gradually.According to the mean value of Theil index in the three regions,the degree of spatial disequilibrium in the western region is the largest(0.1228),followed by the eastern region(0.0686),and the middle region(0.0181).The spatial disequilibrium degree of the efficiency of national ecological civilization construction(0.1026)is higher than that of the eastern and central regions,but lower than that of the western regions.(4)In terms of redundancy,affecting the loss of efficiency in ecological civilization construction is not the insufficient economic GDP output,and its mainly causes lie in the excessive consumption of resources,low social benefits and excessive discharge of pollutants,etc.The main factors affecting the loss of efficiency in the eastern and central regions are social benefits,natural environment pollution,water resources consumption,while in the western are natural environment pollution,water resources consumption and land consumption.(5)During the study period(2003-2016),the critical factors affecting the spatial heterogeneity of ecological civilization construction efficiency are population factors(including population change,population quality and population structure),economic structure(proportion of tertiary industry to GDP),energy use efficiency(ten thousand yuan GDP energy consumption)and environmental protection investment(environmental pollution control investment in GDP).The three aspects of economic structure,environmental pollution control and population structure play a significant role in driving the efficiency of ecological civilization construction in the eastern region.Pollution emission intensity,population quality and agricultural development level are the key factors affecting the efficiency in central China.The key factors to the efficiency in western China are population change,people’s living standard and energy efficiency. |
