| Agro-ecological resources are the ecological basis for sustainable agricultural development.China's agricultural ecological resources have always been in short supply.Although the phenomenon of "rural residents become urban residents" on the cultivated land and water resources has become more and more common during the process of industrialization and urbanization,there is still a serious waste of agricultural ecological resources in agricultural production,which is continuously resulting the reduction of high-quality cultivated land and the shortage of clean water resources.Meanwhile,the structural contradiction of the oversupply of some low-quality agricultural products and the shortage of high-quality green agricultural products is also more prominent.To promote the structural reform of the supply side of agriculture,the market must play a greater role in the allocation of agricultural resources.The capitalization of agro-ecological resources is an important way to completely eliminate the distortion of the allocation of agricultural ecological resources and to achieve win-win status among stakeholders.At present,agriculture is still China's largest non-point source pollution industry;and one of the difficulties in accelerating the development of modern agriculture is how to achieve the coordinated promotion of agricultural economic growth and agricultural environmental protection.The capitalization of agricultural ecological resources has undoubtedly explored a new path to promote the green transformation of agriculture.Based on this,this dissertation believes that transforming the utilization mode of agricultural ecological resources and implementing the capitalization of agricultural ecological resources is the key to solving the problem,that is,by defining the property rights of agricultural ecological resources,transforming resources into assets,and then evaluating the value of agricultural ecological assets,to make agro-ecological assets be transformed into agro-ecological capital.In this way,through market mechanisms,which can enable agricultural ecological resources realize value-added and efficient and sustainable use in the form of agro-ecological capital operations.However,the capitalization of agro-ecological resources is an extremely complicated process.Only when the elements are complete,the operating conditions are sufficient,and be supplemented by corresponding policy support,will it can be achieved in a certain way.Relying on the support and preliminary research foundation of the National Social Science Fund Key Project,Research on the Construction of China's Natural Resource Capitalization Market Construction Policy System,(Item number:15AZD062),This dissertation takes the agricultural ecological resources capitalization support policy as the research theme,then analyzes and discusses the related agricultural ecological resource capitalization policy support issues based on the theory of agricultural ecological economics,ecological marketization and ecological market failure theory,agricultural policy theory and complex adaptive system theory.Guiding by the logic of "problem question?analyze problem?solve problem",the research contents arrangement of this dissertation are as the following three parts:The first part is the basic part of the "problem asking",mainly including the introduction.Which expounds the background and research significance,focuses on combing and reviewing the research literatures both on agricultural support policies and capitalization of agricultural ecological resources at home and abroad,then clarifies the research ideas,research methods and research contents of the full text,finally analyzes innovation points in this dissertation.The second part is the main part of the "analysis problem",including the first chapter and second chapter.The first chapter is the core concept and theoretical basis.Firstly,it defines the concepts of ecological capital,agricultural ecological resources,agricultural ecological resources capitalization,agricultural support policies,clarifies the logical starting point of research;and secondly,it introduces the theories of agricultural eco-economic theory,market transaction theory,agricultural policy theory,evolutionary game theory,and complex adaptive system theory,which lays the theoretical foundation for agricultural ecological capital operation research.The second chapter is the analysis of the support policy demand for the agro-ecological resource capitalization.Firstly,it sorts out the relevant policies and evolution of the agro-ecological resource capitalization.Secondly,the sample area was selected to carry out the questionnaire survey on the agro-ecological resources capitalization,and the descriptive analysis of the affected households' cognition of the agricultural ecological resources capitalization was carried out.Finally,from the perspective of rural grassroots village committees,agricultural management entities,and green agricultural product consumption subjects,this chapter analyzes the policy needs of the agricultural ecological resources in the sample area.The part is the core part of "solving the problem",which mainly includes the third chapter,the fourth chapter,the fifth chapter and the sixth chapter.The third chapter is the design of the framework system of agricultural ecological resources capitalization support policy.Firstly,the objectives and principles of the design of the agricultural ecological resources capitalization support policy framework system are clearly defined.Secondly,from the aspects of resource property rights reform policy,asset management policy and capital market construction policy,the market support policy for the capitalization of agricultural ecological resources was designed;and from the three aspects of financial support policy,tax support policy and financial support policy,the incentive support policy for the capitalization of agricultural ecological resources was designed.Finally,combined with the dynamic adjustment of the compensation standard for the capitalization of agricultural ecological resources,the equity compensation policy for the capitalization of agricultural ecological resources was designed from both vertical and horizontal aspects.The fourth chapter is the mechanism of the agricultural ecological resources capitalization support policy.At first,based on the perspective of complex adaptive systems,the paper analyzes the supporting policy elements of agricultural ecological resources capitalization.Then it analyzes and elaborates the mechanism of the market support policy,incentive support policy and compensatory support policy for the capitalization of agricultural ecological resources.The fifth chapter is the safeguard measures for the implementation of agricultural ecological resources capitalization support policies.Firstly,it analyzes the blockade and prevention of agricultural ecological resources capitalization support policy implementation.Secondly,it discusses the cooperative driving and path selection of agricultural ecological resources capitalization support policies.Finally,from the aspects of property rights guarantee mechanism,organizational guarantee mechanism,and technical guarantee mechanism,the guarantee mechanism for the implementation of agricultural ecological resources capitalization support policy is given.The sixth chapter is the local practice of the agricultural ecological resources capitalization support policy.This study takes Lishui City,Zhejiang Province as the research object.Through using SWOT analysis method,this chapter aim to find out the advantages,disadvantages,opportunities and challenges of capitalization of agricultural ecological resources in Lishui City,and carry out a review of the supporting policies for the capitalization of agricultural ecological resources in Lishui City.Finally,it summarizes and optimizes the policy of supporting the support of capitalization of agricultural ecological resources in Lishui City.Moreover,the conclusion and prospects are the conclusions of the full-text research,and analyze the direction in which the research needs to work in the future.The possible innovation points of the research mainly manifest in the following aspects:Firstly,this dissertation starts from the perspective of "agricultural ecological resources capitalization support policy" and has certain challenges and originality in selecting topics.By combing the relevant literatures,most of the researches on the capitalization of ecological resources are based on ecological resources or certain specific ecological resources,and agricultural ecological resources are rarely studied.This research breaks through the original research perspective and takes agro-ecological resources as the object,which has certain characteristics in the research perspective.Secondly,this dissertation constructs the agricultural ecological resources capitalization support policy from the aspects of incentive market support policy,technical incentive support policy and compensatory support policy,and has a strong overall and systematic research thinking.This study attempts to introduce agro-ecological capital into the research category of capitalization theory.Through taking agricultural ecological resources as the endogenous variables of the green development of agricultural economy,it is breaking the traditional methods that the ecological capital theory only take the ecological resources as the exogenous variables of thinking set,which enrich and expand the theoretical content and scope of ecological resources capitalization theoryThirdly,this dissertation has a good theoretical logic in research ideas.This dissertation first expounds the dual pressures and double dilemmas of agricultural ecological resources utilization,and introduces the innovative resource utilization model,which puts forward the necessity of capitalization of agricultural ecological resources and its support policies.Then it focuses on the support policy needs of the capitalization of agro-ecological resources;and the support policy design for the capitalization of agro-ecological resources is given.Then it further clarifies the mechanism of the agricultural ecological resources capitalization support policy,and pointed out the safeguard measures for the effective implementation of the agricultural ecological resources capitalization support policy.Finally,it systematically analyzes the local practices of agricultural ecological resources capitalization support policies.All of this are followed the research ideas,which obeys the logical relationship of "propose a problem-analyze the problem-solve the problem",so the research of the thesis has a strong logic.Fourthly,the dissertation clarifies the policy orientation of the capitalization of agricultural ecological resources,and can provide theoretical basis and decision-making reference for standardizing the capitalization of agricultural ecological resources in China.As a new type of resource utilization model,the capitalization of agro-ecological resources needs to be implemented in some way with the support of relevant policies.Based on the analysis of the capitalization of agricultural ecological resources,this study constructs the agricultural ecological resources capitalization support policy from three aspects:incentive market support policy,technical incentive support policy and compensatory support policy.The research results can provide a policy reference for China to transform the agricultural ecological resource utilization model and accelerate the capitalization of agricultural ecological resources.Fifthly,this dissertation focuses on the practical application of theoretical analysis of the capitalization of agricultural ecological resources.After the theoretical analysis of the agro-ecological capitalization,this study carried out a case study of Lishui City,Zhejiang Province,and combined the theoretical analysis with the support policy of agricultural ecological resources capitalization in Lishui City,so that the research conclusions were tested in practice.At the same time,it also played a guiding role in improving the theoretical research on China's agricultural ecological resources capitalization support policy.However,this article is only a preliminary exploration of the agricultural ecological resources capitalization support policy,which needs to be further improved.The inadequacies of this research are reflected in:First,the scope of research is relatively narrow.This study focuses on exploring incentive market support policy,technical incentive support policy,and compensatory support policy for the capitalization of agro-ecological resources.In order to concentrate on the core research objectives,this study is less involved in major theoretical issues such as agricultural ecological resources property rights reform,agricultural ecological resource asset management,and agro-ecological capital market construction.The scope of the research needs to be further expanded.Second,the quantitative analysis is slightly insufficient.This study focuses on qualitative analysis,and quantitative analysis is relatively inadequate.As the current practice of capitalization of agricultural ecological resources at home and abroad and its support policies are still in the exploratory stage,there is a lack of mature models that can be borrowed,and data collection,especially data acquisition,is difficult.Therefore,although this study conducted some quantitative analysis,the quantitative analysis of the agricultural ecological resources capitalization support policy was slightly insufficient.Third,the application research at the micro level needs to be further studied.This study mainly analyzes the agricultural ecological resources capitalization support policy from the macro level.From the perspective of applied research,it is necessary to further explore the practical support policies of different subjects in different regions from the micro level.Due to the reasons of data and space,and limited by the ability and energy of individual research,this study is difficult to comprehensively and deeply analyze at the micro level.This is also the direction and important content of follow-up research. |
