Study On Trade Facilitation Of Japan

In today’s open and interconnected global economy,efforts to streamline,speed up,and coordinate trade processes,as much as efforts to further liberalize trade policies,will contribute to the expansion of world trade and help countries to connect to an increasingly globalized production system.With the continuous expansion of world trade,among international economies,complex and sensitive customs clearance formalities as a new hidden barriers restrict the development of international trade.Economies as well as many international organizations come to realize that simplifies the process of trade,improves the efficiency of trade,and grows the development of trade facilitation.Trade facilitation is put forward aimed at the international trade activities to create a simplified,coordination and transparent environment,is achieved standardization of customs procedures,simplification of coordinates files and exchange of information sharing.In this paper,we systematically study on the third largest economy in the world – Japan which has implemented the ways,measures and results of trade facilitation.explore the successful experience of Japan to implement trade facilitation,and puts forward some enlightenment and reference to our country the policy of trade facilitation.First,while many of the studies that will be referred to the term “trade facilitation”,more likely than not,they have different conceptions of what the term encompasses.Different definitions of trade facilitation have been developed by international organizations;contributors to academic publications have also approached trade facilitation in a variety of ways.Although the contents of each have differences,but their common characteristic is enough by improving the trade efficiency,improving the trade environment,and reducing the trade cost to promote the development of international trade to increase economic benefits.From trade cost considerations to the implementation of trade measures to evaluate the trade benefits,trade facilitation has its own set of relevant theories.Trade facilitation and trade liberalization is the relationship between supplement each other.The facilitation relies on the liberalization,and the facilitation of the implementation contributes to the liberalization of trade.We can say that trade liberalization is the goal of the international trade,and trade facilitation is the way of realization this aims.Both are designed to eliminate trade barriers,to reduce the trade cost and enhance the efficiency of trade.The content of facilitation and liberalization is different,but both of them advocate through multilateral trade negotiations,to achieve the effective management of international trade.Secondly,the paper studies the development of trade facilitation of Japan,to contribute to the development of economy and trade and promote trade facilitation to implement effective policies and regulations.The specific analytical key measures improve the efficiency of customs port conditions and ascension.And this paper reviews Japanese participating in international or regional organizations trade facilitation action,such as WTO,the WCO,APEC and FTA,engaging in some files and programs and its contribution to promoting global trade facilitation process.Japan takes a certified operator system(AEO),customs risk management system,document examination system and Nippon automated cargo and port consolidated system(NACCS),and other measures to improve their overall level of trade facilitation.Third,the international trade organization quantitatively evaluates the level of trade facilitation of Japan.The result shows that the overall level of Japanese trade facilitation ranks the front position in the world.Fourth,using the gravity model method,evaluates Japan’s export flows with China,South Korea and the United States respectively for the empirical analysis.Importer of trade facilitation level has important influence on the volume of trade exporter.Japan exports to China,South Korea and the United States will increase by 1.45%,1.52% and 1.64% respectively,the corresponding additional trade income $1.582 billion,669 million and 2.073 billion respectively according to the export trade flows in2015.If Japan’s trade facilitation level is increased by 1%,Chinese export volumes to Japan will increase by 2.30%,and China will gains of up to 3.126 billion for an additional revenue.Fifth,if Japan,China,South Korea and the United States’ the level of four subpillars indicators of trade facilitation are increased by 1%,Japan to China,South Korea border management,communication and transportation facilities and business environment is more significant difference among three subpillars.Japan’s exports to the United States border management and communication and transportation facilities is significantly influenced two subpillars;China’s exports to Japan trade with the border between management and communication and transportation facilities and an increased level of two subpillars is significant.Finally,by studying the Japanese trade facilitation of policies,measures and results,we can acquire the following three revelations: ⑴ Implements the trade facilitation to simplify customs clearance procedures and reduces the customs clearance time,enhances the working efficiency of the port,and thus reduces the trade cost,increases trade flows and the types of merchandise trade.Empirical study results show that the level of trade facilitation between the two countries and two countries exports were positively correlated,shows the trade facilitation to sino-japanese trade has obvious role in promoting.The development of trade facilitation for the export of the two countries are beneficial;⑵ Under the background of the world countries to speed up the process of trade facilitation,actively participate in international organizations related operations,and carries out the FTA that helps a country to raise the level of trade facilitation,international exchanges and cooperation,improves trade facilitation,and promotes national status in global trade as well as;⑶ Comparatively studies on trade facilitation index between China and Japan,the results show that Japan’s trade facilitation level is top of the world,especially border administration subpillar.Japan is effective in these areas of AEO system,electronic customs clearance measures.Japan’s AEO system and the implementation of the electronic customs clearance object involves in the regulators,the border trade,commercial,transportation,warehousing,customs clearance and manufacturer,basic covers all aspects of the engaged in import and export activities.Government departments enhances the cooperation with enterprises,and promotes the import and export convenience.
