Study Of Urbanization In Underdeveloped Areas From Government Administration Perspective

At present, under the background of the accelerating process of the urbanization and industrialization, how to actively and steadily promote urbanization, especially the development of urbanization in underdeveloped areas, and to promote the urban-rural integration has become a research subject which has an overall and strategic significance. Based on the government system in our country, the government administration and behavior has a prominent role among factors affecting the development of urbanization. The current research on the relationship of rural urbanization and government administration, mainly concentrated in the government behavior pattern, function and the facing dilemma in the course of rural urbanization, etc.. Most of them are normative and interpretation study, lack of in-depth and theoretical system of the combination of empirical research; There are not yet much research focusing on the interactive relationship between the rural urbanization and government administration, and there are less research having perspectives of government governance and urbanization development in underdeveloped areas.At the same time, due to the unbalanced regional development in our country, the urbanization development level is also varied in different regions. The coastal developed areas have explored some successful experience, roads, and models of urbanization, but for the underdeveloped areas, the development way, and the road will be different from the developed areas. Investigating the government governance and function in the process of urbanization in underdeveloped areas can provide materials for the underdeveloped areas to further promote the development of urbanization, and has important practical significance and theoretical significance.This paper has the government administration as the horizon, a new type of urbanization as the subject, from the interactive relationship between new urbanization and government administration, introduces the domestic and foreign successful experience of the development of urbanization, and bases on the case analysis on the development of urbanization in the Economic Zone along the Yellow River in Ningxia. Having analyzed the background and conditions of the development of urbanization, the putting forward of urbanization strategy, the government role, behavior and effectiveness in the development of urbanization, and the relationship between urbanization development and government governance, this paper discusses how to realize the combination of rural urbanization and government administration in underdeveloped areas, studies the function channel and conduction mechanism of government intervention in rural urbanization, and basing on these two points, seeking to optimize the government behavior and promote the development of rural urbanization in underdeveloped areas.In specific, the content of this paper mainly includes the following seven parts:The first chapter is an introduction. It summarizes the research background, research significance and research methods, defines the main concepts involved such as urbanization, and government administration, analyzes and sorts out the domestic and foreign research on the relationship between urbanization and government administration, and provides theoretical guidance for the later study.The second chapter introduces the development background and conditions of the Economic Zone along the Yellow River in Ningxia. This part mainly focuses on the following three aspects:the geographical conditions and advantages for development, the regional difficult position and development challenges, and the policy opportunity and the macro-background of the development of urbanization.The third chapter discusses the urbanization strategy and governmental overall planning of the Economic Zone along the Yellow River in Ningxia. This part mainly analyzes the function of governmental overall planning on the development of urbanization along the Yellow River Economic Zone in Ningxia. The government’s role is discussed in details mainly on the following aspects:the government’s strategic planning, spacial distribution, function division and structural planning, etc..The fourth chapter explores the role of government in the initial stage of urbanization in the Economic Zone along the Yellow River in Ningxia. The following contents are mainly covered, such as, the government’s role in the new starting point of urbanization development, the government’s role conflict of the unbalanced urbanization on the starting point, the regional co-ordination and the transformation of the government’s role, and so on.The fifth chapter focuses on the governmental behavior in the development of urbanization in the Economic Zone along the Yellow River in Ningxia. This chapter mainly analyzes the following sides:the game-playing between the government and the farmers in land exploitation and utilization, the government and the market function of industry development, the governmental and the social function of social service, and the government and the masses participation in social governance. According to the above analysis, the governmental behavioral pattern and logic in the development of urbanization in the Economic Zone along the Yellow River in Ningxia are elaborated.The sixth chapter deals with the government effectiveness in the development of urbanization in the Economic Zone along the Yellow River in Ningxia. The following sides are mainly included:the government function in the process of urbanization development, government performance, and the limitations of the government. Through a specific performance evaluation, the role and function of government in the development of urbanization are analyzed.The last part is conclusion analysis. Conclusive research is mainly developed from the following three aspects:the urbanization development in underdeveloped areas needs the government’s effective intervention, governance has a certain extent in the development of urbanization and of effective realization of urbanization requires the combination of internal and external motivation. The following are found through the study, the rural urbanization, especially the healthy development of urbanization in underdeveloped areas needs the government to establish benign interaction between governance and urbanization development. Compared with the developed areas, the rural urbanization development in underdeveloped areas is faced with more complex and difficult challenge. This determines the long time and difficulty of urbanization development, also more highlights the importance of the government role.On the one hand, for the underdeveloped areas, the government needs to give full play to planning as a whole, programming, guidance and support in the starting and initial phase of urbanization development, and establishes a good external environment for the development of urbanization. The government should have an overall planning of the regional development on urbanization strategy, to prevent and avoid the "local" behavior in the certain area in the development of urbanization; Through the government planning, combined with regional characteristics, adjusts measures to local conditions to establish the short-term, medium-term and long-term goals and to avoid human resources, money, material waste and vicious competition during the urbanization process; The government should play the guiding role, take its special advantage, and guide the optimized layout of resources and elements; Through the government support, provides external support of policy and finance for the development of urbanization in the underdeveloped areas. On the other hand, during the gradual advance of the urbanization, the external force of government needs to be gradually weakened, and the endogenous power and mechanism of urbanization should be sufficiently developed, so as to promote the sustainable development of urbanization. Through the conclusion analysis, the author suggests that the rural urbanization, especially the healthy development of urbanization in underdeveloped areas needs to establish benign interaction between government governance and urbanization development.
