Command and control meet up with many new challenges especially for the warfare in information ages.They present extremely different with their traditional types,of which a key characteristic is that C4 ISR systems act as the core of command and control operations.So,it is very important to make efforts on the C4 ISR systems of adapting them to the informationised warfare.This paper proposes an innovative method to construct the C4 ISR systems with the form of mobile cloud computing.And further efforts and studies on its mechanisms and performance are done to convenience the propositions.The work in this paper aims at making explorations on putting forward the development of command and control.The contributions and innovations can be generally summarized as following aspects:1)Combining mobile cloud with the C4 ISR systemsCommand and control in information ages act with a quite different way and how to increase their performance has been one of the hottest topics for researching.General speaking,the agility of command and control get the most attentions.Meanwhile,command and control are mainly conducted depending on the C4 ISR systems in the informationised warfare.So it is practical to address the issues of increasing the agility of command and control by designing better C4 ISR systems,which can support the execution of command and control more powerful.This paper designs the C4 ISR systems by introducing the mobile cloud computing,which not only concerns about the systematic architecture but also the systematic operation mechanism.It is an innovation and gives a novel view to construct the C4 ISR systems,and also it means to better performance for informationised warfare,which can be easily forecasted based on primary research productions.2)Designing the mobile-cloud-based C4 ISR systemsBased on above ideas,this paper mainly describes the proposed C4 ISR systems by three views,separately as the unit organization view,the control framework view and the service mode view.Furthermore,It gives a further description of the proposed C4 ISR systems with the “RUP4+1” model,which normally be used in the software building.And based on above efforts,it can be considered that the proposed C4 ISR systems well fit the requirements of informationised warfare.Also,with analysis on the performance of proposed systems,it demonstrates to be powerful in promoting the efficiency of command and control.3)Studying the organization mechanism on the system terminalsThe proposed C4 ISR systems should well support the construction of command and control organization with agility.To facilitate the description of command and control organization whose construction is based on the C4 ISR systems,the concept of unit group is proposed.A unit group composes of system terminals.So this research can mainly focus on these groups of system terminals,of which under the background of information warfare this research equals to that on the command and control organization.This paper studies the operation mechanism on terminals of proposed C4 ISR systems.Following contributions can be summarized in this research,separately as: modeling the problems brought up by the unit groups,introducing some measurement for the performance of unit groups,especially,proposing a paradigm of the unit groups as computing offloading.And furthermore a scheduling algorithm is proposed to optimize the scheduling of computing offloading among the groups.4)Studying the cooperation mechanism of information flowsThe proposed C4 ISR systems should also support the process of command and control with agility.Under the background of this paper,operation mechanism for information flows is another important view to study the C4 ISR systems.It mainly focuses on the flowing of information and this flow reflects the process the command and control.So this paper studies the operation mechanism on information flows of proposed C4 ISR systems.Following contributions can be summarized in this research,separately as: modeling the problem of optimizing the information flows in proposed systems,analyzing the relationships among related elements,introducing several classic measurements for evaluating the performance,and further proposing an optimizing algorithm for the information flows.5)Studying the cloud computing service mechanismCloud computing is one core characteristic of proposed C4 ISR systems and it enable the terminals to get elastic computing abilities.Cloud computing serve the clients by providing services,which has been proved to be efficient for optimizing the usage of computing resources.How can it be used in C4 ISR systems is a meaningful topic for researching.So,this paper major studies the service mechanism of proposed cloud-based C4 ISR systems.Based on primary researches,it mainly focuses on the service mechanism for workflows,which also being treated as challenges in normal clouds.Following contributions can be summarizes in this research,separately as: proposing a workflow scheduling algorithm based on the topologic characteristics,proposing a multi-objectives workflow scheduling algorithm and proposing a performance guarantee algorithm for the uncertainty of computing.Above all,this paper researches on the mobile cloud based C4 ISR systems.The final purpose of this work is to explore how to command and control more agilily.
