Government investment construction project is one of the project s,which are supported by internal and external state budget,or use the financial funds,to realize the functions of government,meet demands of public and implement economic and social development strategy.It is of great significance to not only improve living environment of public,promote economic and social development and ensure the steady growth of economy,but also raise high attention and potential concern about the scientificity of government investment construction project decision-making.The rapid development of big data technology provides a new way for us to solve the traditional problem.More and more scholars are optimistic about the application of big data technology in government investment construction project decision-making.However,the government decision-makers arestill unfamiliar with the big data technology.They can not consider decision problems with big data thinking and build a new decision logic framework under big data settingso as to put forward research and development demands.And the research staffs who are familiar with big data technology don not understand the reality of the decision-making and the demands of decision-makers,so they can not provide the corresponding demand response program.There is an insurmountable knowledge gap between big data technicians and government investment decision-makers,which constrains the application of big data technology in government investment decision-making.In order to fill the gap between government decision-makers and big data technicians,this paper summarizes the current situation of big data collection,storage,processing and decision support technologies,and clarifies the technical boundary of big data technology.Then,it analyzes the decision situation of government investment constr uction projects under the big data setting,and proposes the decision mechanism of government investment construction projects for the new environment.Finally,the decision-making model under the new decision environment and mechanism is proposed.Based o n theabove,the main work of this paper includes the following six aspects:(1)Research on the application of big data technology in government decision-making.This paper analyzes the current available big data technology from four aspects,the big data acquisition,big data storage,big data processing and big data decision support technology,so as to clarify the technical boundary of big data technology and lay the technical foundation for subsequent research.(2)Research on decision situation of government investment construction project under big data setting.On the basis of clarifying the boundary of big data technology,this paper further studies how the government decision thinking should be changed and how to change in the current big data technology setting.Then,with the effective public participation decision-making model,the paper analyzes the influence of big data technology on public participation decision-making,and discusses the data types,data sources,data analysis methods and dat a security problems in government investment construction project decision-making.(3)Designing decision mechanism for government investment construction project under big data environment.Based on the new situation of government investment construction project decision-making under big data setting,this paper discusses and redefines the role of government,public and expert with the goal of scientificition,democratization and rationalization.And based on that,government investment construction project decision-making mechanism is designed under big data setting.(4)Research on big data decision model based on almost stochastic dominance thoery.According to the characteristics of the data form of government investment construction project under big data setting,this paper proposes the interval number with probabilit y distribution algorithm and its operation rules,which can deal with three types of decision data,real number,random number and interval number simultaneously.Then,based on the almost stochastic dominance theory,a decision model which considers the risk attitudes and utility preferences of all public is proposed.The model can deal with the risk attitude and utility preference of large decision-making groups with high efficiency and low cost.Moreover,it greatly reduces the requirement on big data processing technology.(5)Research on heterogeneous preference aggregation decision model of government and public.To solve the heterogeneous preference given by government and public,this paper designs a model to reset the processed preference of government decision-makers into a more original state,and transform the heterogeneous preference of public and government decision-makers into the same form,so as to aggregat ethem.In addition,for the decision-making with several government agencies,this paper further proposes a multi-agent heterogeneous preference aggregation decision model.(6)Research on preference targeted adjustment model of government and public.In this paper,two satisfaction evaluation models based on the Kendall harmony coefficient and the Euclidean distance are proposed.If satisfaction is not satisfied,it is necessary to adjust the preference of decision-maker.According to the characteristic of government investment construction project under big data setting,this paper constructs government and public risk and criterion preference adjustment model for different adjustment stages,to assist decision-makers in adjusting preferences accurately according to their own wishes.
