A Study On Social Function Positioning Of The National Library Of China

With the development of society, as well as the wider use of modern information technology in the library community, changes have taken place rapidly in the development environment of the library, working mode, information resource organization mode, and users service form. The demand of service objects also change significantly, gradually giving birth to the new library formats. Format changes are the embodiment of vitality of the whole library industry, and also the booster to promote the development and change of dynamic library. Based on the current background, to analyse the new environment libraries are faced with nowadays and to analyse the problems the National Library of China faces when transforming its social functions thus controling the direction of its transformation will produce the guidance functions that the National Library of China should burden to understand the mission and responsibilities, leading the development of the industry, providing a valuable reference to further improve the development of basic theories of the Library Science in ChinaIn this paper, the author sorts out and summarizes domestic and international research and practice development, presenting the analysis of the social environment and business characteristics that will influence the National Library of China to realise its social scientific positioning, this paper also gives an investigation and comparison of the main national libraries'current functions. On the basis of this, the countermeasure combination scheme is proposed for social functions of the library, and the implementation of the program is discussed. This paper contains170thousand characters. In addition to the introduction, the paper is divided into7parts and the main contents are as follows:In chapter one, the author represents the logical starting point and theoretical basis on which to position the library's social functions. The Library'social functions are the higher level of its value target, and the library considers developing and perfecting its basic functions derived with society common values as the core functions. When scientifically positioning the library'social functions, we need to pay attention to the difference between and relationship with the functions of the library, and the basic functions of the library. We need to pay attention to the cultural inheritance principle, the spread of socialist core values, the public cultural service system construction era elements such as request; And conform to the relevant theoretical basis.The second chapter focuses on selected literature collection, public service, scientific research, reference aspects of decision-making, international exchange, combing and explaining historical heritage of the social functions of the National Library. A century's history of the National Library reflects it gradually clear, adjustable process of development, strengthening, deepening and improving the development of the social functions of the National Library; the development process and format changes in the environment are closely related. This is one of the references on which the social functions of the National Library of scientific orientation should be based. As can be expected, the growing, changing organism development of the library will also experience different stages, the social functions of the National Library will be undergoing updates and changes, especially, the difference in degree.The third chapter analyzes the National Library of China's social function positioning of the current social environment. The development of the external social environment will indirectly constrain the social functions of the library. The development of libraries in our country has been into a new environment of social imformatization. The highly informalionized social production and life has brought new changes, from the technology, media forms and different aspects, such as users'information behavior. At the same time, the increasingly fierce competition from other information resource providers and social institutions, users we are now facing showing a multifaceted social characteristics both have an effect on us. The way of information organization have a new change in the library industry, internal and external cooperation arc getting into a period of prosperity and development, which leads to the National Library of China to transform all aspects of social status, social roles and business content changes also have an impact on the positioning of the social functions of the National Library.The fourth chapter analyzes the characteristics and impact of the National Library of China's social functions and positioning. Analysis shows that new formats show new features of libraries'being digitized, popularized, remoted, integrated and united, indicating that the importance of digital resources is becoming greater and the type, carrier, sources of digital resources is more diverse; the growing number of users, breakthrough in space and time limitations make service easily transmissed and received; libraries, museums and archives in the further integration of resources and services; library union's rapid growth, frequent and deepened cooperation and so on. The National Library of China should take the challenges brought by the characteristics of new formats in more functions such as the literature collection functions of the National Library and research functions, central service functions, literature brand service industry and functions of leading the other libraries.The fifth chapter take libraries in the United States, Britain, Japan, Australia, Russia and so on the world's main national libraries as examples, by investigating the legislative situation of the national libraries, the author gives an opinion that the thought of library legislation is not only a guarantee for a national library's better performance of the functions, also plays a great role in promoting the development of the country's library industry. This chapter combs function evolution of the national libraries and the performance of the real function of the comparative analysis, in accord with the actual requirement of National Library of China's social functions positioning reference basis.Chapter six put forward the strategy of countermeasures combination program of the National Library of China to better position its social functions, it is recommended that the social functions of the National Library of China should be located in the national memory, literature resource center, a nonprofit public service center, service center of research knowledge, books and cultural exchanges to promote center library scientific development of the innovation center.In chapter seven, the author's idea that the National Library's social functions and positioning program can be implemented is to be examined. The analysis shows that the National Library of China has its advantages and natural conditions to fulfill their social functions, in accordance with the proposal. The National Library has a rich collection, which is its socially responsible resource base; improved internal management mechanism and qualified team of professionals support the evvective implementation of the social functions, social responsibility practice provide rich experience for innovation of social functions.Figures23, tables10and references225.
