In the economic integration process of rapid development,the role of science and technology innovation is much more important,globalization has become a consensus on global development of science and technology.At the same,with the violent competition from around to the science and technology talents,It is inevitable trend for the cross-border flow of science research.The human capital of professional personnel not only has much value-added space,but also give priceless creativity and innovation to the whole society.Professional personnel have much more important role in the process of economic development as pioneer of creators.It is more intense of competition for talent.Countries around the world introduce overseas talents actively on the basis of greatly cultivate their professional personnel.As the professional personnel mobility scale expands unceasingly,researchers in our country the risk of loss of scale is also expanding.So,analyzing the effect of professional personnel mobility in our country,and predicting the future development trend,not only giving a reasonable guide of the cross-border flow of science research for the government,but also providing advanced experience to our government.In the end,Realizing the goal of the new normal for the innovation driven economy development.First paper adopts the method of literature research,summarzing related research theory at home and abroad,analyzing the present situation of mobility of international professional personnel,and analyzing the typical of the specific conditions of the national professional personnel mobility.Then doing research with the present situation of the flow and the problems existing for our country professional personnel.Combing the factors that affecting our professional personnel mobility.Third,Forecasting the situational of our professional personnel mobility,the result show that there is in danger of losing for the cross-border flow of professional personnel in China,while for a period of time our international students will be signs of reflux.At last,Putting forward the relevant countermeasures and suggestions to improving the efficiency of professional personnel mobility in China from Economy,system,mechanism,etc.Studies have shown that theories about human capital flow in China started later,our country related theory are mostly from abroad at present,and in the process of introducing the whole tendency is more noticeable.Therefore there are some defects anddeficiencies for the theoretical,which restricting the development of our country's relevant theory at a certain degree.From the perspective of the international flows of scientific research personnel,the percent of Non-current group for China's scientific research personnel is highest(about 97%),Swiss is the lowest(about 82%).In our country,the percent of Hong Kong is highest(about 10%),while mainland is the lowest(about 2%).In the scientific research personnel flow distribution of the number of countries,The United States in the scientific research personnel net inflows and outflows are the biggest,the UK is second,then Australia is smallest.China's scientific research personnel is in the scientific research personnel loss state,which is outflows much more than inflows.At present,the international flow of professional personnel characterized by three features: from developing countries to the developed countries,it is increasing for the professional personnel,talents backflow phenomenon begin to appear in large numbers.At the same time,the transnational flow of professional personnel is appearing three features: flow of multi-polarization,enrichment of the flow channel,flow of a lot and younger.The form of professional personnel mobility mainly include: further study,international scientific communication and cooperation,international direct investment and other business activities,Skilled immigrants and so on.In order to attract excellent professional personnel in all countries of the world,governments develop a lot of measures,such as higher pay,excellent scientific research and hardware environment,international academic exchanges.Due to the poor scientific research data,while international students are the importance of scientific research talents mobility group in the future.So the paper use the data of international students as the research object.The study found that,the scale of scientific research talents mobility is increasing,and the reflux ratio is rising.At the same time,our country attaches great importance to scientific research talents from other countries.So the number of scientific research talents is larger.Through the investigation understands,there is positive role to the growth of professional personnel by transnational flows.Most of the professional personnel will to flow,the main motivation is for the pursuit of career development.Professional personnel of middle-aged or low level of human capital reflect the flow is difficult.There is in obvious disadvantage of quantity and quality for women.In this paper,factors affecting professional personnel mobility can be divided into macro,the micro and macro.Through the use of panel data model empirical analysis found that the flow of the macro aspects of the destination country economic developmentlevel and the relationship with our country is positive to transnational flow of professional personnel,the medium of government expenditure in higher education,the country's scientific research strength has significant effects on transnational flow of professional personnel,including negative and positive effects,but the popularity of higher education in China is less attractive to the cross-border mobility of Chinese researchers,the micro level the flow destination country labor demand level professional personnel of our country transnational flow effect is significantly positive,while the cost of living in the country factors is not obvious.Through scientific research talents of the backflow quantity forecast to our country,this paper holds that professional personnel loss situation in our country has ended since 2014,and for a period of future time China will recipients in the professional personnel.Finally,this paper believe that back promotion of China's professional personnel need to pay attention to five aspects of problems: First,accurate positioning research flow policy.Secondly,the concept of talent flow is renewed,talent planning is done well,and talented people are used well.Thirdly,active attack and active participation are the key factors to improve the professional personnel flow of the international talent competition.Fourth,to meet the needs of researchers,and effectively enhance the attractiveness of talent.Finally,to actively respond to challenges and participate in global governance.
