In recent years,the prevalence of anti-globalization and populism has held back the process of economic globalization.The COVID-19 pandemic has further strengthened this force.Under such context,regional integration has gradually become the common ground of the international community to further cooperation and development.With the rapid advancement of the integration process,the political,economic and cultural ties among countries in the same region are becoming closer,and the transnational flow of talents within the regions are also turning more frequent.Under this background,countries and regions strive to win the first mover advantage in regional talent competition,and to achieve high-level talent circulation between the developed and less developed countries in the area.But at present,little is known about the determinants of intra-region talent mobility,and the relevant policies often fall short.In order to realize these goals,it is necessary to understand how and why talents circulate within the regions.Only by understanding the motivation of talent migration can national governments and regional agencies better manage and promote regional talent mobility.Firstly,this paper collects the main viewpoints of labor migration theories,extracts the factors that may affect the transnational flow of talents within regional economic groups,and forms a hypothetical framework.Then,it conducts hypothesis verification through the study on intra-EU talent flows and related factors.Finally,it summarizes the determinants of intra-EU talent mobility and EU’s talent migration policies,and makes policy recommendations for promoting China’s cross-border talent flows in FTAs under Belt and Road Initiative.The study shows that:from the individual perspective,the survival needs are the most basic needs of talent migration,brain drain happens when the survival and economic security level of one country is lower than the regional average level,but there is no significant correlation between the employment rate differences of talents working at home countries or abroad and brain drain or brain gain,nor do the unemployment rate differences among regional countries correlate with the brain drain phenomenon;in terms of emotional needs,the network distribution of talent migration is similar to and is related to the existing network layout of labor migration.Cultural and geographical kinship also affects its network distribution.The difficulty of integrating into the society affects negatively talent flows;the development needs of talents are the strongest,and the economic and technological powers are highly attractive to talents.Economic performance is one of the decisive factors of talent flows.From the perspective of family,families tend to migrate to countries with higher per capita disposable income and social security.At the national level,demographic change and the transformation and upgrading of industries and enterprises constitute the deep-seated driving force for regional talent flows.By applying regional talent migration policies,governments can gradually eliminate the barriers to transnational talent migration and improve the efficiency of regional labor market allocation.In short,it is of strategic significance to study the determinants of the free flow of talents in the context of regional economic integration to realize the optimal allocation of human resources,solve the problem of unbalanced and inadequate development within the region,and enhance the regional competitiveness.
