The education fairness is an important guarantee of social justice, and education assistance for impoverished college students is an effective measure to promote education fairness. It must start with education fairness, be guided by human capital theory, base on the real background of education cost sharing, and aim for people-oriented and integrated development of impoverished students in colleges. With the joint force, higher education can get a healthy improvement. As our education system reforms more deeply, the fee manner in colleges develops from nothing and grow mature gradually. Thus, that how to help impoverished students who cannot afford to go to college has become the subject the whole society, colleges, and scholars that are concern for. In order to help impoverished students in colleges complete their studies successfully, our country has established a set of aid system to help them, and has achieved fairly good results in the years of practice. Whereas there still has many defects in college education aid system, such as vague definition of impoverished students, lack of social attention and assistance, inadequate relief scope for impoverished students, little work-study jobs and less payment, incomprchensive aid content and so on. Therefore, quite a number of impoverished students cannot get concrete assistance. As to the aspects of social aid, community lags in the concept of assistance for impoverished students, which leads to weak capacity in social assistance. The issue of impoverished students in college is complicated and multivariant. Impoverished students not only need to face economic hardship but also psychological and academic problems, ambient pressure, employment option and so on. Massive problems which derive from economic hardship have become important factors which hinder all-round development of college students. In addition, there still exists problems such as cognitive derivation on education target, inadequate understanding about impoverished students' psychology, single content and moth. and so on. which lead to the education assistance of impoverished students haven't reached the expected effect.China, in the field of high education fees, practices education cost sharing theory. Students and their families bear the main body of higher education cost while the state and society play the supplementary role. The government shoulders certain part of higher education cost by executing higher education aid system which concludes diverse methods such as reward, loan, assist, compensate, work-study program and so on. Financial aid is the main method carried by the society. This also leads to a growing number of impoverished students in colleges, the problem of students with financial difficulties will not only affect individual development and prospect, the families'actual living condition, but also affect the quality of college education and cultivate talents, and then affect stability and development of entire society. The group of impoverished students in colleges has gradually drawn the attention of family, society, government, and scholar. To solve the problems of impoverished students in colleges has become an important theoretical issue. Therefore, this article bases on the above understanding, starts with the aspects of integrated assistance in order to break through single financial assistance pattern. provides empirical strategy to solve problems of impoverished students in colleges and universities, clears the goal of education assistance about impoverished students, and explore actively in the construction of clear hierarchy and rich connotation about it.Literature consulting, cases investigation, interview, questionnaire survey, comparative analysis between China and foreign, theoretical analysis and other research methods are adopted in this dissertation. It takes Nanchang University as an example, carries on field investigation, and then gets a comprehensive understanding of the actual situation of impoverished students at Nanchang University; so that it would be able to find problems and corresponding solutions. On one hand, it can enrich and fill the research content about education assistance for impoverished students in our country; on the other hand, it hopes to provide some available measures and suggestions in order to build more perfect education aid system for impoverished students in colleges and universities. By applying interrelated and interactional policy, education, public opinion aid system, can impoverished students in colleges and universities enter society successfully and smoothly.This dissertation can be divided into six parts, the summary is as follows.Introduction:This part mainly introduces the origin of the issue of education assistance for impoverished students, the significance of selected topic, current trends in research of this topic, research ideas and methods of this topic. It summaries the history research and current situation at home and aboard, puts forward the necessity of constructing education aid system for impoverished students in colleges.Chapter Two:This part starts with the concept of education assistance for impoverished students in colleges, explores the theoretical foundation of the education assistance for impoverished students in colleges, discusses the history evolution of the education aid policy in order to understand the situation of foreign education assistance for impoverished students and the current status of education assistance at home. It studies effectively about five kinds of aid modes under the guidance of three concepts of modern higher education which are equal opportunity of higher education, cost-sharing of higher sharing, and investment in human capital so that beneficial experience and results can be used for reference in the construction of education aid system for impoverished students in colleges in our country.Chapter Three:In this part, It takes Nanchang University as example to get the overview about the present situation of impoverished students on campus through the empirical research and case analysis, summarizes the basic situation and daily work management of education assistance at Nanchang University, analyzes innovation parts of education assistance at Nanchang University. It also works on further survey from the education aid policy evaluation, consumption psychology, school psychology, interpersonal relationship and employment options as well.Chapter Four:In this chapter, it analyzes problems which exist in the aid of impoverished students and provides corresponding basis for countermeasures. Problems and deficiencies which exist in education assistance for impoverished students are mainly as followed. First, it has fuzzy definition about impoverished students in colleges and lacks of a reasonable mechanism. Second, education aid policy lacks operability in design. The bearing subject is not reasonable, the subject status of social assistance department which funding for poor students is ignored, the subject in financial aid system for impoverished students is shared unreasonably. Aid resources and distribution flows unevenly and education aid system function is imperfect. Third, joint forces of education aid system for impoverished students are insufficient. And they manifest in national student loan operation mechanism, which is unsound. The economic relationship between colleges and universities, banks and students is disordered; the concept of compensation for impoverished student is deficient in society; the aid line clustering is imbalanced; education assistance is regional different; and students lacks honesty and develop psychological dependence. Four, deficiency in education aid content blocks aid efficiency optimization.Chapter Five:This part supplies the suggestion on aid system for impoverished students in colleges. It mainly focus on various problems which exist in the course of solving impoverished students such as the government's lacks of higher education budget, the college's inadequate funds, the social assistance's ugly performance, impoverished students'lapse of credit in loans, high risk of loan, the imperfect works of the ideological and political education, inefficient operation of work-study program and so on. And then, it gives legislative proposals to solve above problems which focus on meaning explore, feasibility analysis and the actual operation. Suggestion can be divided into three levels:first, government led facet, which aims to raise and allocate education funds reasonably and lays a solid material foundation to solve problems. Second, universities-supported facet, which expands the channels of work-study, prelects the function of work-study, applies flexible learning system in real, provides more space for impoverished students, strengthens the psychological education, brings education and assistance function into full play to make impoverished students growth healthy in an all-round way. Third, society-supplied facet, which sets up student loan credit insurance, removes the bank credit risk to increase their loans enthusiasm, strives for "Should Do Credit Loan", establishes a nationwide network system of university students' credit reporting, enhances the consciousness of the integrity," Do the Loan Repayment", improves student loans recovery.
