As the important industry relating to national economy and the people's livelihood,pharmaceutical industry is the important component in national economy and the key field of cultivating and developing strategic emerging industry.Although the medical market has huge potential and rapid development,China still faces current situation of low pharmaceutical innovation ability.Drug Researchers,mastering the cutting-edge knowledge and technology,are the performers of medicine innovation and shoulder the heavy responsibility of outputting innovative products;it has the great significance on development of pharmaceutical industry by motivating their working enthusiasm and creativity.Due to characteristics of “high input,high risk and long period” in drug development process,it is hard to supervise the process,and the result has uncertainty.Therefore,it becomes difficult in developing effective incentive system for the drug researchers.This paper includes three parts:Part 1: Theoretical Research1.Classical theory of incentive and incentive system.It confirms the concept of incentive: the psychological process motivating people's motivation continuously.The incentive theory can be divided into the content one,the process one and the comprehensive one based on its research emphasis.2.Relevant theory of drug researchers.It defines the concept of drug researchers: professionals engaging in research and development activities of new product,process and technology or providing direct service for these activities.Starting from incentive theory,it collects mentality,work and demand features of R&D persons.3.Status analysis of drug researchers.Based on summarizing current situation of Chinese pharmaceutical industry development and analyzing the work features of drug researchers,it analyzes current incentive situation of drug researchers and the problems existing.Part 2: Empirical Study1.Based on deep interview with 20 experts from scientific research mechanism and pharmaceutical enterprises,we integrate 21 incentive elements collected to obtain 15 incentive elements through combining the result of theoretical research,then summarize 15 incentive elements to form 4 incentive levels and construct the primary model of incentive system for drug researchers.Based on that,it designs the questionnaire about the incentive elements of drug researchers.2.Based on the questionnaire,through collecting and handling 414 original data,we make empirical test on the incentive system of drug researchers and verify that the incentive elements in four levels have positive incentive function on drug researchers.Material factors are the primary needs of R&D personnel.Part 3:Case AnalysisThrough utilizing the case study method and taking representative Research Institution and pharmaceutical companies as an example,we make detailed analysis on the incentive programs that they take to improve the work and innovation of R & D personnel;the practice shows that according to the characteristics of different R & D personnel to develop personalized incentive programs,to take the combination of material incentives and spiritual incentives,long-term incentives and short-term incentive to combine the principles of the development of comprehensive incentive strategies to solve the problem of material incentives and the spirit of the past.Countermeasure and Suggestion1.Based on knowing drug researchers actual demands fully,the drug researchers institution can develop corresponding incentive measures in terms of material,emotion,development and environment,thereby motivating researchers to give play to their initiatives and creativity effectively and promoting development of pharmaceutical industry.2.Material incentive is still the primary demand of Chinese drug researchers;when developing the incentive measures,the organization shall design the scientific and rational compensation system to guarantee that the drug researchers can be effectively motivated in each stage of the researchers' activity.3.Revenue sharing is the most concern of R & D personnel.R & D institutions and higher authorities should formulate the benefit sharing mechanism of scientific and technological achievements to promote policy and science so that R & D personnel can fully enjoy the bonuses of results into productive forces.The Main Innovation Point in the Research:1.Point out that drug researchers have the incentive demands in material,emotion,development and environment aspects,Including 15 incentive elements such as stable work,competitive pay benefits,results-based revenue sharing,fair and equitable performance evaluation,and find that material incentive is the primary incentive demand in this group.2.Point out that scientific achievement transformation and income distribution mechanism is the important means of motivating the innovative power of drug researchers and will generate positive influence on pharmaceutical industry.
