In spring 2003, the worldwide outbreak of SARS brought magnitude loss to the social development of human beings, and also arouses peoples much concern about development of public health system and technological development. More and more higher requirements were put forwards to the disease control and emergency response capability. X institution is the implementation of the government held for disease control and prevention and public health services of public welfare institution. Its mission is to promote public health and to ensure the safety of public health. Science and technology development level is directly related to people’s health level and quality of life. So in X institutions, establish scientific,effective, and suitable incentive mechanism to encourage professional personnel dedicating to scientific research, to innovate in the field of public health activities, and to provide strong support to the sustainable development of disease prevention and control, has become an urgent research problem.This article used the literature analysis, questionnaire investigation, comparative analysis and other research methods, on the analysis of the existing incentive policy and personnel status in X institution, questionnaire investigation was conducted in professional personnel for the research degree of satisfaction and demand. The results showed that the current research incentive mechanism in X institution appeared deviation. Research incentive form is single, insufficient and lack of spiritual reward, incentives cannot satisfied the demand of the professional personnel, and the team incentive was ignored. The reasons of these deviation were deeply analyzed as the actual situation of X institution was considered. At the same time, according to the relevant incentive theory, adhere to the people-oriented, fair and reasonable competition and differences in motivation, a research incentive mechanism, which consists long-lasting behavior orientation elements, dynamic elements and service supports elements was put forward. These three factors affect each other and promote each other, and constitutes the whole function of X institution of research incentive mechanism.Combining with the investigation and analysis of the professional personnel of research incentive mechanism in X institution, this paper puts forward the corresponding optimization scheme of scientific incentive mechanism, in order to improve the professional personnel of research enthusiasm, hope to provide support and promotion to science and technology development plans and the talent training plan. At the same time,these results can provide certain reference and experience to other institutions.
