In last decades, although the research on the management of river basin environmental information has been become a hot point in China, most studies only focused on the methods of the management of river basin environmental information, and only few of them using information management theory in the management of river basin environmental comprehensive information. Being influenced by climate change and human activities, river basin environment has been changed, causing a plenty of environment problems, which restricted the national economic and social coordinated development seriously, thus water environment become a severe and complicated problem which must to be solved. Thanks to the aid of computer and other modern information technologies, river basin water environment problems can be solved appropriate by using mathematic simulated method. Aiming at river basin water environment, basing on the methods of water environment numerical simulation which applies to environment fields, this paper adopts the river basin water environment assimilation of time and space technology and river water environment information transmission network technology, the system of mass management information about the river basin water environment has been established. The main contents of the article are as follows:(1) In order to solve the problem of sharing information and resources, the overall architecture of the river basin environmental comprehensive information service system had been constructed by analyzing water environment business, which is used to guide the development of application system. Based on the theory and methods of information management, under this overall framework, collect the real-time, historical and geographic information data of atmosphere, hydrological, water regime, water quality, etc, building up a database. Moreover, based on effective data in the database, by using numerical simulation method, establish water quality simulation system which based on atmosphere-hydrology-sediment coupling, achieve water ecological monitoring of 3D simulation and a set of the mass information system of the river basin water environment was specified finally.(2) In order to build the means of communication which is an important part in the whole river basin water environment comprehensive management information system, a reliable method has been taken to complete real-time transmission of data from monitoring stations to the monitoring center. Meshing principle based on watershed information transmission network and the key technology of meshing, combined with the hardware and software system of the basin information transmission, a kind of transmission network for mass information about the river basin water environment has been constructed. Combined with the river basin water environment information assimilation of time and space technology, a database for mass information service about the river basin water environment has been set up. As a part of the river water environment information management system, the database can be easily constructed to simulate the water quality prediction system used in the basin, and can be applied to on-line monitoring of water environment simulation in river water environment information management system on cooperation, which was the greatest degree of support for the scientific management of water environment.(3) Breaking through the core technology of river basin water environment comprehensive information service system, on the perspective of basin water environment evolution and regulation, the influence of water conservancy project research on river basin water environment, the engineering design water pollution prevention and control, the plan and management of water resources protection, for the research of water environment programming, management and protection, quantitatively describe the process of river basin water environment evolution by using numerical simulation, collect the real-time monitoring information of atmospheric, hydrological, water regime, water quality, etc, combined with historical data and geographic information data, through the establishment of limited area numerical weather prediction model, watershed runoff, sediment and pollutant yield model, river cascade library alignment water quality coupling model and the cascade reservoirs scheduling model oriented to ecological environment, etc., build water quality simulation system which based on atmosphere-hydrology-sediment coupling, achieve water ecological monitoring of 3D simulation, provide decision support platform for the environment security monitoring and emergency management of the lower basin.(4) The river basin water environment comprehensive information system includes:database, interface and middleware, system interface, application subsystem, configuration scheme, data processing and information sharing, data coding, and multiple forms of management, etc, which is based on the basin water environment integrated information service The system has been applied in Jinshan river basin, and its rationality has been verified.
