The development of pharmaceutical manufacturing industry has important impact on the national economy and the people’s livelihood. Most countries choose the pharmaceutical manufacturing industry as a strategic industry. China has become a focus pharmaceutical market with the biggest growth potential in the world. China is needed to transform from the big scale of pharmaceutical manufacturing industry to the powerful competitiveness of pharmaceutical manufacturing industry. The industrial structure adjustment and upgrading in pharmaceutical manufacturing industry is imperative, so the operation efficiency of pharmaceutical manufacturing industry is urgent to be improved. This dissertation analyzes the characteristics, environment and industrial organizations of the pharmaceutical manufacturing industry, attempts to construct a dynamic efficiency evaluation model with three dimensions including comprehensive operation efficiency, element efficiency and innovation efficiency to grasp the laws, weak links and invalid factors of operation efficiency, and accordingly affords the theoretical reference for government to guide the development of pharmaceutical manufacturing industry.This dissertation is organized as follows. Chapter one is the introduction part which emphasizes the background of the topic choice, theoretical and realistic significance, main research methods and framework of this dissertation. Chapter two is the literature review of related research works. Chapter three tries to clarify the characteristics, environment and industrial organizations of the pharmaceutical manufacturing industry based on the PEST framework and SCP model. From chapter four to chapter six, it concentrates on the efficiency evaluations based on the DEA, index of static and dynamic elements efficiency, Malmquist TFP index(MPI) and value-chain DEA. Chapter four models the operation of pharmaceutical manufacturing industry into production process, sale process and revenue process, and then evaluate the static efficiency and dynamic efficiency in all of three processes based on a whole-process perspective. Chapter five applies a total-factor analysis framework to construct the index system of the static element efficiency and dynamic element efficiency, and then makes a comprehensive appraisal on the element efficiencies of the pharmaceutical manufacturing industry, so that the effective paths of efficiency improvement could be recognized from the input viewpoint. Chapter six models the innovation process of pharmaceutical manufacturing industry into technical transformation stage and economic transformation stage, then investigates the operation efficiencies in both of the stages respectively. Chapter seven is the final part to clarify the main research conclusions, the possible creative viewpoints and the problems need to study in the future.The major findings are as follows. The overall technical efficiency of pharmaceutical manufacturing industry is still very low, and both of the low pure technical efficiency and low scale efficiency contributes to the low overall technical efficiency. The overall technical efficiency of sale process is higher than those of production and revenue processes, which indicates the production and revenue processes are the weak links. The MPI of production, sale and revenue processes are higher than1, which indicates the competitiveness of pharmaceutical manufacturing industry is enhanced. All of the Total-Factor R&D Capital Productivity Index (TFCPI), Total-Factor Fixed-Assets Productivity Index (TFAPI) and Total-Factor Labor Productivity Index (TFLPI) are higher than1. The Total-Factor R&D Capital Efficiency (TFCE) and Total-Factor Fixed Assets Efficiency (TFAE) are lower than Total-Factor Labor Efficiency (TFLE) obviously. This indicates the pharmaceutical manufacturing industry should put the emphasis on the efficiency improvement before the big-scale increase of inputs. The overall performance of innovations in pharmaceutical manufacturing industry is not very well. Although the overall technical efficiency of the innovations has been improvement gradually, it still at a low level which mainly caused by the low scale efficiency. For the innovations in pharmaceutical manufacturing industry, the efficiency of technical transform stage is higher than that of economic transform stage, and the gap expanded.
