In recent years, the "made in China" has caught the attention of the world. Despite the accomplishment of Chinese manufacturing industry is astonishing, the price of it is quite high, and its profitability and sustainability are also worrisome. the negative impact of the manufacturing mode (high energy-consuming、high pollution and low technology process、low product added value) to the national economy and the ecological environment is increasingly prominent. Due to the weak independent innovation ability, the quality of our manufacturing industry is not very outstanding, which hinders the transformation and upgrading of manufacturing industry. Both the central and local governments are clearly understanding that the independent innovation ability is the key to the transformation and upgrading of manufacturing industry, and they introduced the multiple support policies, such as money、human resources and etc. How to review the efficiency of government science and technology innovation investment and adjust relevant support policies is also worthy of researching and attention by all levels of the government.This paper takes Suzhou manufacturing industry as the research object and analyzes the manufacturing industry of input and output efficiency of science and technology innovation from the perspective of government investment. Firstly, it introduces the relevant theories and the existing researches in relate to the efficiency of government science and technology innovation investment, and then analyze the dominant industries and the development of science and technology innovation in Suzhou. Secondly, by building a reasonable indicator of evaluation index system, it uses the DEA model to analyze the comprehensive efficiency of science and technology innovation investment of the sectors of manufacturing industry in Suzhou, then it divided the of the comprehensive efficiency into pure technical efficiency and scale efficiency, so as to analyze the problem of insufficient input redundancy and output as well as the cause of the problem by the size of the government investment. According to DEA projection theory, it brings out concrete improvement measures. The Conclusion is that:in general, the efficiency of the government’s science and technology innovation investment in Suzhou is low. In high investment industry, the invalid problem of the scale efficiency is more prominent. The scale and structure of the sectors are bloated, which needs further integration in order to improve the allocation efficiency of resources. But the main reason for low efficiency of the moderate and low investment industry is that pure technical efficiency is too low. Outdated technology is one of the important reasons for hindering the development of the industry. Finally, based on the conclusion of the empirical analysis, this paper makes four policy recommendations including the construction of the investment and financing system to support the development of science and technology、science and technology of carrier construction、enterprise independent innovation ability.
