Cloud computing,Internet of things and GIS technology gradually become the direction and focus of informationization development in the future of China, a large number of informatization projects around these three technology put into production and create the results that have astonished the world.As the technology continues to mature, and gradually applied to various fields such as social economy, which not only solves the realistic problems of information construction in all areas, but also promotes the formation of the new mode of information utilization in this field and gradually improve the utilization efficiency and practical applicability of the information data in all fields.As an important part of basic data information in China, the land area data has been regarded as important information resources, but the efficiency and direct value of production is quite lower.Especially after the second survey of land and resources,land resources information database with1:1scale been constructed,its information utilization become an urgent realistic problem. At the same time, with development of golden soil engineering construction in heilongjiang province,the business applications also turned to the informationization gradually, the business information data have become a important part of land and resources utilization. But business data and spatial data are usually unable to connect, non-professional operators cannot apply these resource data in the daily work,actually it caused these data utilization rate is very low.Specific reasons ias follow:there is a problem,it is too detailed that the basis two transfer land and resources information in the informatization,but the demand of land and resources management data,is and the actual business data of land and resources is actually singular; there is a complicate process of Land and resources data using,bad Professional and real-time performance,however,there is a requirement with real-time data, simplified operation and, the diversity of Operation platform in actual application, physical carrier of Land and resources data present a high personal configuration,low data center configuration physical resources imbalance in county and urban, there is only one terminal server in some land and resources bureau, others have just a small computing center,while physical resources is idle in county and urban while a serious shortage of resources at the provincial level.the demand,speed stability and safety in the application at all levels and node in practical has no difference.Land and resources data presents state of variety media exist side by side and in actual process when digital information is stable and easy to operate, almost no physical media data is available, but when digital information is too complicated to operate, business approval is given priority to physical media.So in the actual application always requires the operation is simple, convenient, smooth and stable, at the same time can be simple and efficient retrieval and the physical media for digitization.Therefore this study through the cloud computing, Internet of things, and GIS integration technology, aiming at utilazation of land and resources in heilongjiang province.The purpose is through the cloud computing technology to solveunder the condition of the existing hardware facilities invarant,maximum improve its computation ability and to provide a mode of information service, through the Internet of things technology improve the real-time data of land and resources, through the GIS technology platform sovle the problems of paltform construction and multi-platform application.Specific methods are as follows, according to the present of information construction in heilongjiang province and problems in the process of the3-years gold soil engineering implementation, research deeply and collect information including the business process, daily data form, physical resources including the server and the staff of the pressing needs of the information system in provinces, cities and counties, analysis the demand Based on these data, put forward model construction and platform construction target,including:improve the physical resource utilization, optimize of the spatial data and combine with business data, can be used on multiple platforms seamlessly, as well as server cluster load balancing problem of the different regions, different types, different performance. According to the construction goal, based on Hungary algorithm using the node cache model and the resource scheduling modelbuild load balancing technology and resource pooling and solve the problem of material resource allocation.according to the characteristics of the Internet of things technology and integration of cloud computing,solve the real-time data seamless, the problem of combined spatial data and business data to be used.According to the GIS secondary development technology, supported by cloud computing data center, integrated sensor data interface to realize land resources information service platform construction.The development of this study performed on the heilongjiang institute of engineering technology of cloud computing and big data laboratory, using8computer IBM System x3850X5(7145nO2) server to simulate104servers in private networks for gold soil engineering in heilongjiang province, including the business data server, GIS server, backup server, etc.; One IBM System x3650M3(7945o85) test server simulation terminal;1lenovo ThinkStation E30(7824a35) workstation for system configuration and deployment model;1H3C S12500core routing switches simulation gold soil engineering private network network situation.there are nearly104servers and terminals of the operating system for Experimental platform deployed VMware workstation, and deploy of gold soil engineering and related software environment, using the CloudSim added a certain amount of temporary virtual server, writing model strategy and testing system. Business platform software development environment includes:ArcGIS, JavaScript and dojo, Oracle, etc. Test software using LoadRunner for stress and performance testing.Through testing, as well as concurrent users reached more than2000; The average response time is less than1008n/s, error rate is less than one over ten thousand.nearly200land line units around the province, each unit of10professionals operating calculation at the same time, fully meet the needs of the present information of land and resources utilization in heilongjiang province. And platform not only entirely on performance index is higher than the existing gold soil engineering system platform, server and raised all over the province the use efficiency of the work required, and also increase the more platform using ability.Therefore, based on the results of this study, it is recommended that the heilongjiang province can rely on the provincial land and resources informatization construction hall, Harbin land and resources bureau and Daqing land and resources bureau for the first,to establish resource scheduling server and data backup center; Again in the provincial cities and counties in gold soil engineering strategy optimization software, server Settings node caching layer nodes, and scheduling server to realize data exchange; Then gradually perfect map server configuration in provinces, cities and county levels, if the high level has abundant computing power,it should provide server or virtual map server for lower regions; then gradually only turn servers at the county level for business server, only provide business data communication function; Finally upgrade the overall system, achieve tothe next generation of gold soil engineering platform’s basic standard which can simplify features operation, applicate platform diversity, has real-time information response and high-speeding searchIn conclusion, this study according to the information data of land and resources utilization in heilongjiang province and concrete problems, adopt cloud computing, Internet of things, and GIS integration technology, established a set of efficient utilization of resources model, builded the efficient use of the service platform, and tested to meet in the process land and resources management needs of informatization construction in heilongjiang province. Therefore this study can provide reference for land and resources informatization construction of the future of China in heilongjiang province. And sovle the local idle resources and local computing power scarce problem on the basis of existing physical resources using the minimum cost, illustrated the research has certain economic value.At the same time, this study will generate resource rational distribution, according to the characteristics of the user equilibrium relationships between resources, release some resources, achieve energy conservation and emissions reduction targets, and reflects the social value of this study. In this study information efficient use of land and resources of heilongjiang province provide technical basis and transform principle, maximum increase.
