Human resource development is the most effective way to implement the talent strategy and to realize the great rejuvenation of China. Making a general survey of the economic and social development of the international society, all nations have listed human resources development into the national development strategy. The contradiction between the demand of economic and social development of our country and the situation of lacking talent resources is becoming more and more prominent. High-technique and high-level talents are critically insufficient at present. Thus it is inevitable to develop human resource to meet the demand of economic and social development. Henan is the most populous province of China, therefore, only by transforming its population burden into a powerful province with excellent human resources by trying to train thousands of high-quality laborers and hundreds of professional personnel and through reasonable development and scientific allocation of the human resources can we promote the coordinate development of human resources and the economic and social development so as to provide powerful personnel guarantee and intelligence support for the constructions of Central Plains Economic Zone.Taking the general situation of rural human resources in Henan province as the entry point, guided by human capital theory, population migration theory, related economic theory and training transfer theory, and using the methods of qualitative and quantitative analysis, this thesis analyzed the demand for rural human resources in tertiary industries in Henan province. Mathematical model is adopted as the empirical analysis of the employment structure deviation, the influence of people’s education level to the income level. Besides, it also analyzes the present situation of rural human resources development in Henan province by taking education for rural human resources development and training development as the main line. Through the investigation and research, problems of system, economy, technology, social culture, natural conditions, and individual laborer have been found in the rural human resources development in Henan province.Learning from the experience of human resource development at home and abroad according to the actual situation in Henan province, we put forward the countermeasures and suggestions on the rural human resources development in Henan province. In the aspect of theory construction, and through a fare amount of researches,we built the basic theory model of human resources development, the integration of "3-3-6" training model and the "five step training development" model based on process triggering. In terms of environment construction, we made some countermeasures to promote institutional environment, economic environment, market environment, culture environment and infrastructure construction in rural human resources development in Henan province. As for the stakeholder behavior, we raised some countermeasures to strengthen the government’s role in guidance, arouse the enthusiasm of non-governmental organizations to participate, the effects of training by employers, the bridge role of the industry organizations, the self-development roles of laborer individuals, take the educational training institutions as the main channel and social training institutions as supplementary. Moreover, we have found a new operation pattern of farmers’specialized cooperatives which plays the role of quaternity,the demanders, organizers and implementers and evaluators of human resource training,lt aims at enhancing the implementation of the strategy of developing Henan through science and education, to realize the scientific configuration and sustainable development of human resources and guarantee the coordination of human resources supply and economic and social development. |
