Information resource is one of the three hugest resources of human beings, but only about10%of those abundant resources have been effectively used. However, visualization management will be able to overcome the limitations of human cognitive ability in the light of solving the bottleneck problem of the utilization rate of information resources and upholding the information resources’social service value. Based on a literature review as well as an analysis of the coal enterprises’visualization management, this paper makes a simulate experiment of the visualization’s cognitive function, constructs the visualization mode of function, connects it to the cognitive resources limitation theory to make a study of the visualization design as well as its optional model under the theoretical framework of visualization management research. Beginning with the information control model of visualization management system, this paper constructs the VOFA model of visualization management and its systematic as well as cognitive model, and then design the visualization management system for coal enterprises.Based on the study mentioned above, this paper designs an assessment system of visualization management by means of employing AHP and ambiguous as well as comprehensive assessment, makes a positivistic study of S&M coal enterprises, and finally puts forward a constructive solution termed "three ones" in terms of visualization management talents, visualization management models and visualization management system for the coal enterprises.
