In this paper, the author introduces the basis theory of human resource management outsourcing. Then, using qualitative and quantitative methods, analyzes the feasibility and the strategy of human resource management outsourcing for the purpose of introducing some instructions for which wants to outsourcing human resource management. The author uses the SWOT analysis tool to analyze the feasibility of outsourcing and analyzes the factors which influence the enterprises to make decision. Based on the analytic hierarchy process, the author constructs a model for the enterprises to decide whether they should choose outsourcing and analyzes M corporation's process of decision making using the software of YAAHP. The paper uses the model of Le pak and Snell to analyze the contents of human resource management outsourcing and constructs a model using the fuzzy comprehensive evaluation method. The author analyzes M corporation's process of deciding which content should outsourcing. Combining the model of Le pak and Snell and the model based on the fuzzy comprehensive evaluation method, the author introduces a comprehensive model for deciding which content should outsourcing. Referencing the process of human resource management outsourcing introduced by Miao Qing and Wang Chongming, the paper presents a new process and analyzes detailed. At last, based on principal-agent theory, the author introduces a framework for analyzing the risk of outsourcing human resource management and analyzes the source of risk and response measures detailed.
