The dissertation aims to find out a systematic solutions and countermeasures of themechanism innovation for cross-boundary sharing of government fundamental informationresources through the combination of theoretical and empirical research. Based on thecomprehensive literature review and theoretical basis study, as well as the formation of researchassumptions, the dissertation clarifies five areas of research tasks: review and remark thetheoretical basis; practices investigation in cross-sectoral cooperation at home and abroad; surveyon the impact factors in cross-boundary sharing of government fundamental information resources;expert survey on the feasibility of the mechanism improvement in cross-boundary sharing ofgovernment fundamental information resources; propose the programs and measures of themechanism innovation in cross-boundary sharing of government fundamental informationresources. Empirical research methods include extensive survey questionnaire and focused expertinvestigation. Data collection combined questionnaires with electronic documents. Data analysismethods consist of descriptive statistics, comparative analysis, content analysis, case studies, ect.It is found that, on the one hand, the theory evolution of public administration is closelyrelated to the progress of e-government research and practice in developed countries. Based on theguidance of the post-new public management theory, the construction of public service-orientede-government has become the direction. On the other hand, the network environment to carry outinnovative practice of cross-sectoral cooperation has speed up the process of inter-departmentalbusiness collaboration and service coordination. As a key link in effectively supportinginter-departmental business collaboration and service coordination, cross-boundary sharing ofgovernment fundamental information resources has become the core of e-government publicservice transformation. And, in order to speed up the cross-boundary sharing of governmentfundamental information resources, the development of cross-sectoral cooperation and theconstruction of interagency collaborative capacity are inevitable. The investigation confirmed theconcrete work of cross-sectoral cooperation, as well as objective and subjective elements forconstrucing interagency collaborative capacity profoundly affect the cross-boundary sharing ofgovernment fundamental information resources.The mechanism improvement countermeasures proposed are mainly in two interrelatedaspects, that is, improving the internal mechanism in cross-boundary sharing and optimize theexternal environments.The internal mechanism improvement strategies involving:(1) improvingself-development mechanism.That is, the improvement of execution mechanism, incentive mechanism, talent development and reserve mechanism, accumulation mechanism and investmentmechanism;(2) improving the self-restraint mechanism. That is, to improve the decision-makingmechanism, control mechanism, control and warning mechanism. Through the above mechanismimprovement, gaining resources, improving management methods, building organizational culturein joint problem solving, promoting the dynamic development momentum and eventuallyachieved cross-boundary sharing of government fundamental information resources. To optimizethe external environment mainly include:(1) to deal with specific problems under networkenvironment. Such as, over the privacy protection barriers, solve the security problems; ensure thequality of data and information, network environment responsibility;(2) the application of newtechnology to eliminate uncertainty, to play its strong support role.The dissertation mainly makes two innovations:①formed a theoretical framework ofmechanism improvement and innovation in cross-boundary sharing of government fundamentalinformation resources. It is confirmed that the specific work involved in developing cooperation,and the objective and subjective factors which contributing to the development of interagencycollaborative capacity have a profound impact on cross-boundary sharing of governmentfundamental information resources. And also, it is found that developing interdepartmentalcooperation and establishing cross-sectoral cooperation ability is an important part in itsmechanism improvement.②proposed a set of mechanism innovation solutions andcountermeasures.
